The self support-community support initiative is important for the citizens to realize the reduce disaster damage society.
The "Yokohama Earthquake Disaster Prevention Citizen Charter" aims to spread the importance of the self support community support among citizens and promote these efforts.
Yokohama Earthquake Disaster Prevention Citizen Charter-Our lives are protected by us-
Here Yokohama was once hit by the Great Kanto Earthquake and many people were killed.
major earthquake always comes. At that time, the support from the government will not arrive immediately.
We, Yokohama citizens, have established a charter here in order to demonstrate their citizenship and overcome the major earthquake with their own preparedness and community bonds.
A calm daily life. major earthquake destroys it in an instant. major earthquake always comes suddenly. It may be today or tomorrow.
That's why I ask myself. I wonder if it is enough to prepare for the earthquake.
It is not only luck and bad luck that separates life and death in major earthquake. Also, don't forget that some people can't protect themselves. I want to protect the lives of myself and my loved ones.
That's why I think. What should I do if an earthquake occurs now?
Evacuation life in anxiety. But everyone can endure little by little, and if they work together, they can overcome them.
That's why I can tell myself. There is always something I can do for others.
From Great East Japan Earthquake we learned a lot. The government you are asking for will also be affected. It is ourselves who save lives from major earthquake and overcome difficulties. For many victims, this must not be weathered.
That's why I will pass it on to the next generation. The importance of self support community support.

Preparedness
- Make it earthquake-resistant at home and prevent furniture from falling over.
- Know the area and know the hidden dangers in the area.
- At least three days of drinking water, food and toilet packs should be stockpiled and fire extinguisher should be installed.
- We will decide in advance how to contact your family and loved ones.
- I'll check the evacuation sites from evacuation sites, evacuation shelter, evacuation area and tsunami.
- The whole family, the whole company, and the whole community participate in disaster drill.
Immediately after the disaster
- If you feel a strong tremor, try to be safe for the place to save your life.
- The scary thing is to clean up the fire as soon as the shaking stops.
- Confirm the safety of elderly and disabled people in the neighborhood and move to a safe place while paying attention to the aftershock.
- When evacuating, drop the gas tap and electric breaker, and bring your stockpiled food and regular medicine.

- Starting with greetings, we will create a relationship where we can help each other in the neighborhood in case of emergency.
- Students learn about disaster prevention and reduce disaster damage at home in the community and in the neighborhood.
- We teach children the wisdom and skills to protect themselves from major earthquake and the importance of helping each other.
- Yokohama is an open city, and you can reach out to all visitors without distinction.
- We, Yokohama citizens, will provide as much support as possible to those affected by distant disasters.
Basic Concept of Enactment of Charter
We were reminded by the Great East Japan Earthquake that it is impossible to completely prevent the occurrence of disasters.
What is important is the concept of reduce disaster damage. It cannot be completely prevented, but it is possible to reduce it. To do so, it is essential to prepare for each and every citizen (self support) and help each other in the community (community support).
Based on this concept, Yokohama City has formulated the "Yokohama Earthquake Disaster Prevention Citizen Charter" with the hope that citizens will have a common understanding of the importance of self support and community support toward reduce disaster damage, and hope that it will be passed on to generations.
In order to ensure that this charter spreads widely among citizens and becomes familiar with it for a long time, we have created the "Citizens' Study Group on the Development of the Yokohama City Earthquake Disaster Prevention Citizen Charter (tentative name)" by 11 members who are active in various fields, including the Neighborhood Association and Neighborhood Associations, regional disaster prevention, welfare, schools and child care, gender equality, companies and activity groups.
