Procedures for small-scale fixed internal combustion engines and gas turbines

Among the specified small-scale facilities stipulated in Article 83 of the Ordinance on conservation, etc. of Yokohama City Living Environment (hereinafter referred to as the “Ordinance”), the outline of notification procedures and guidance standards for small-scale fixed internal combustion engines and gas turbines is explained.
In addition, about thing of scale corresponding to soot generating facility of Air Pollution Control Law, report procedure of soot generating facility is necessary, and, when the facility corresponds to designated facility of the regulations, procedure such as permission application of the regulations is necessary. Is required.
※Due to the revision of the ordinance on the conservation, etc. of Yokohama City Living Environment, notification of gas heat pumps (GHP) is no longer required from October 1, 2021. （Pamphlet (PDF: 231KB)）
1 About target facilities
Small-scale fixed-type internal combustion engines and gas turbines subject to notification procedures and guidance standards are facilities prescribed based on Article 83 of the Ordinance, and are as follows. In this page, if it is described as a small fixed internal combustion engine or gas turbine, it refers to the scale shown here.
Major installation examples include gas heat pumps (GHPs) used in building air conditioning and gas engines used in cogeneration systems.

For diesel engines or gas turbines with a fuel oil equivalent combustion capacity of 50L / h or more, gas engines or gasoline engines with a fuel equivalent to 35L / h or more, the Air Pollution Control Law corresponds to a soot generating facility specified by, and it is necessary to submit a notification procedure for a soot generating facility. In this case, if the facility corresponds to a designated facility (PDF: 370KB) prescribed in the ordinance, procedures such as permission application for the ordinance are also required.
2 Outline of the notification procedure
When installing or changing small-scale fixed-type internal combustion engines and gas turbines, or when the corporate representatives listed in the notification of small-scale fixed-type internal combustion engines and gas turbines are changed, the ordinance is required. Notification procedure is required.

3. Guidance Standards
Based on Article 84 of the Ordinance, guidance standards for small-scale fixed internal combustion engines and gas turbines have been established and must be complied with. Guidance standards stipulate the emission concentration standards for nitrogen oxides in order to prevent air pollution due to smoke emitted from small fixed internal combustion engines and gas turbines.
4 Notification procedures for small-scale fixed-type internal combustion engines and gas turbines
Please confirm the details of report at window of department in charge beforehand by all means. For the notification, please fill out the prescribed form with required items and submit the attached documents explaining the details. Also, please unify the size of the registration form documents to A4 and fold large drawings to A4.
In addition, we may not be able to accept documents if there are incomplete documents, so please allow enough time for submission.
※Of the gas engines, GHPs with a fuel equivalent combustion capacity of less than 10L/h do not need to submit a report on (1) to (5).
