Overview of the Total Amount Reduction System
- Water areas that are closed, such as Tokyo Bay, have a significant increase in pollution load due to population and concentration of industry. For this reason, the Water Pollution Control Law has established a total amount regulation in addition to concentration regulations (Article 4-2 of the Act).
- Specifically, Tokyo Bay is designated as a designated water area, and in order to secure chemical oxygen demand (COD), nitrogen, and phosphorus water quality environmental standards, the total amount of pollutant load flowing into Tokyo Bay is planned and stepwise. It is a system that tries to reduce it.
- It was introduced in 1978 by the revision of the Water Pollution Control Law, and is now the ninth.
9th Total Reduction
- On January 24, 2022, the Ministry of the Environment formulated a basic policy on reducing the total amount of chemical oxygen demand, nitrogen content, and phosphorus content (outside site) (Tokyo Bay).
- On November 4, 2022, Kanagawa Prefecture formulated the ninth total reduction plan (outside site) for chemical oxygen demand in Tokyo Bay.
Subject to the total amount regulation
Of the specified business establishments that drain into public water bodies that connect to Tokyo Bay or Tokyo Bay and flow into public water bodies, the average daily discharge water volume is 50 cubic meters or more
Details of the notification
Those who are subject to the total amount regulation must submit the following notification.

Measurement and recording of pollutant load
- The pollutant load of the specified effluent must be measured using the prescribed measurement method and frequency, and the results must be stored for 3 years. (Article 14, Paragraph 2 of the Act)
- Specified effluents are effluents used for business activities and other human activities at a specific business site, and are subject to pollution load when used exclusively for cooling, decompression, and other purposes. Means water other than those provided for those whose amount does not increase.
- The measurement of the pollutant load measures the COD, nitrogen content, phosphorus content concentration and specified amount of discharged water, and calculates the pollutant load per day of the specified effluent.

Reporting results of pollutant load measurement
Please report on the measurement results of the pollution load measurement, etc. for the purpose of understanding the measurement implementation status and the pollutant load amount, and contributing to environmental conservation in Tokyo Bay.

Review of automatic measuring instrument correlation, management standards and failure status reports
- Review report of correlation coefficients of UV meters, etc. in COD measurement (Number of samples used to create conversion formulas: 20 or more)
