Results of a comprehensive inspection to prevent disasters caused by embankment

Based on the mud slide disaster that occurred in Atami City, Shizuoka Prefecture in July 2021, the results of a comprehensive inspection published by Kanagawa Prefecture based on the "Comprehensive Inspection for Preventing Disasters by Embankment" requested by the government are as follows.
1.Inspection method
Possible embankment data (provided by the Geographical Survey Institute) ※For embankments estimated from January 1, 2000, for embankments in the upper reaches and areas of the landslide warning area, and in large-scale embankment sites, a visual inspection was conducted to determine whether there was any difference between the contents of the permit and the local situation based on laws and regulations (Regulation Law on Residential Land Development, City Planning Law and Agricultural Land Law).
※By comparing the topographic map data about 20 years ago and the current topographic map data, points with a certain level of altitude are extracted as places where there is a possibility of embankment.
2. Results of inspection
The following table shows the results of inspections of 3,172 embankments that require procedures under the laws and regulations (Regulation Law for Residential Land Development, City Planning Law, Agricultural Land Law) under the jurisdiction of Yokohama City.
In addition, the staff of the city visually inspected the 12 locations that resulted in "problem" that required corrective measures, and no embankment with a risk of disaster was immediately confirmed.
(For embankments that required procedures under the Farmland Law, there was no "problem.")
For 12 embankments with "problem", we provide corrective guidance and other measures based on laws and regulations.
※Of the nine locations that require corrective measures (total of 1 and 2), two of which fall under 3 and 0 are those corresponding to 4.
3. Future Responses
For nine embankments that require corrective measures, we will respond appropriately, such as providing corrective guidance in accordance with laws and regulations, and ensure the safety of the embankment.
