About necessary/required procedures for smoke-fire consumption (fireworks festival, etc.)

Based on the Explosives Control Law, an application using the “Expossives Consumption Permit Application Form” is required.
The application window is the Fire Bureau Prevention Department Security Section (2-20 Kawabe-cho, Hodogaya-ku, Fire Department Headquarters Building).

Based on the Yokohama City Fire Prevention Ordinance, a notification by the Fireworks Consumption registration form is required.
The notification window is the "fire department / fire branch office" that has jurisdiction over the place where fireworks are used.

In holding fireworks festival and other events, understanding from local residents is essential. In order to prevent trouble, please cooperate with the relevant Neighborhood Associations and Neighborhood Association to carry out necessary publicity.

If there is a road within the security distance of consuming smoke, or if there is a seat on the road, permission from the police department is required.

When transporting a large amount of smoke, a transportation permit from Public Safety Commission (police department) is required.

Permission from the Japan Coast Guard, Port and Harbor Bureau, etc. is required when launching a fire using a barge or other means at sea.
In some cases, the consent of the fishery association may be required.

There are various regulations when setting up fireworks near the airfield or near the air route. Depending on the region, unloading may be prohibited or advanced restrictions may be imposed, and permission or notification from the airport manager (management office) may be required.

Organizers and smoke contractors are encouraged to take out insurance to respond to compensation in case of damage to a third party during the launch of fireworks.
