Emergency Guarantee for Reconstruction of Great East Japan Earthquake

  • From April 1, 2013, only businesses that had offices in the affected area before the earthquake are eligible. . (until March 31, 2025)

Great East Japan Earthquake Emergency Guarantee is a guarantee system to support small and medium-sized enterprises whose management stability is hindered by the influence of Great East Japan Earthquake.
(Article 128, Paragraph 1 of the Act on Special Financial Assistance and Grants for Addressing the Great East Japan Earthquake)

As a general rule, by obtaining the certification of the mayor of the head office location (in the case of a sole proprietorship, the location of the business on the tax return), up to 80 million yen unsecured in a separate frame from the normal guarantee frame and safety net guarantee frame You can apply for a guarantee of 200 million yen and secured.

(Note) Apart from certification, the execution of loans is subject to examination by financial institutions and credit guarantee associations.

Those who can use it

Those who have offices in the specified disaster area
Since Great East Japan Earthquake, sales for the last three months after the earthquake have decreased by more than 10% compared to the same period immediately before the impact of the earthquake due to the earthquake. Small and medium-sized enterprises (* Yokohama City is not designated as a specified disaster area.)

Requirements for Certification

You must meet all of the following requirements at the same time.

  1. As a general rule, the head office of the corporation must be registered in Yokohama City (for sole proprietors, the business office listed in the blue financial report must be in Yokohama City), and there must be a business office in the specified disaster area of Great East Japan Earthquake.
  2. Have been operating continuously in the affected areas from Great East Japan Earthquake.
  3. Sales for the last three months after the earthquake have decreased by more than 10% compared to the last three months immediately before the impact of the earthquake. (It is not necessary to explain the decrease in net sales due to Great East Japan Earthquake.)
※Specified disaster-affected areas include municipalities (excluding people unable to return home) to which the Disaster Relief Act has been applied, including the entire Iwate, Miyagi and Fukushima prefectures.
