（１）　Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.
（２）　Being person who has not received nomination suspension based on measures summary such as Yokohama-shi nomination suspension on any day from bid participation application submission deadline to bid opening date.
（３）　Registration must be approved for "clothing (024)" and "other than manufacturing (B)" in the Yokohama City General Competitive Bidding Qualified Person List (Articles, Consignment, etc.) in Reiwa 5.6.
（４）　Within the past five years (after 2018), there must be a track record of designing uniforms (cloths) in the national or local governments.
