A person who satisfies all of the following (1) to (4):
（１） Must not be stipulated in Article 3, Paragraph 1 of the City of Yokohama, Medical Care Bureau Hospital Administration Headquarters Contract Regulations and have the qualifications stipulated in Paragraph 2 of the same Article.
（２） A person who has not received a nomination suspension based on the City of Yokohama, Medical Care Bureau Hospital Administration Headquarters Nomination Suspension Measures Guidelines on any day from the deadline for submitting an application for proposal participation to a specific date for the candidate.
（３） Being a person who has been registered in "109: Printed Product Planning Design" in the list of qualified bidders (articles, consignments, etc.) in Yokohama City in Reiwa 5.6. Provided, however, that this shall not apply if the application is being applied for at the time of submission of the application form and the registration of the candidate is expected to be completed by the day before a specific day of the contract candidate.
（４） A person who has regularly edited and published a public relations magazine in paper media at least twice a year since April 2019.
