[Bid/Contract Information] Y-PORT Center Function Enhancement Study (FY2016) [End]

Since the launch of the Y-PORT Center in May 2015, there have been an increase in requests for support from emerging cities and city companies. On the other hand, at the current Y-PORT center, the city is in charge of administrative functions, but in support of companies to solve urban issues in emerging countries, sufficient funding, securing continuous human resources, and close cooperation with companies There is a problem that it cannot function sufficiently in terms of cooperation. Based on the above background, we seek proposals for the most appropriate organizational form, including enhancement of the functions of the (new) Y-PORT center and externalization, in order to establish a new world-class Y-PORT center (hereinafter referred to as the (new) Y-PORT center).

In the case of the Y-PORT center function enhancement examination business consignment contract, we will recruit business trustees by open call for proposal type proposal method.

2 Schedule

Proposal acceptance deadline: 17:00 on Wednesday, March 23, 2016

3 Consignment period
From the contract date to Friday, March 31, 2017

4 Eligibility for proposal participation
A person who satisfies all of the following items:

（１） Registered in the first place in "Various Survey Planning B Consulting (excluding construction consulting, etc.)" in the "Yokohama City General Competitive B Qualified Person List (Articles, Consignment, etc.)" in FY2015. However, for businesses with a location category of "city", registration other than the first place may be acceptable.
（２） A person who is currently applying at the time of submitting the application form and has completed registration by the date of determining the trustee.
（３） In the past three years, including the current fiscal year, five or more contracts for strategic and policy-making related to overseas infrastructure export conducted by the Japanese government or government agency.
（４） From the deadline for submitting the application form to the specific date of the contract candidate, "Persons who have not received suspension measures under the provisions of the Yokohama City General Competition Suspension and Nomination Suspension Measures (April 1, 2004) .
（５） A person who does not fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (1947 Cabinet Order No. 16).
