At a polling place in Aoba Ward, a ballot paper was issued to an elector who was out of the prefecture, even though he did not have the right to vote in the city council election, prefectural assembly election, and prefectural governor election. A case occurred to vote. I am very sorry that the credibility of the vote has been impaired.
