Offshore voting

Seafarers on ocean voyage vote by facsimile.

The "Ocean voting system" is an absentee voting system for seafarers boarding designated ships, which is performed using a facsimile device. This system has begun from the national election announced on or after May 1, 2000 (general election of the lower house and ordinary election of the upper house).
Seafarers who board a designated vessel and sail outside Japan who are expected to engage in duties or duties on the day of the election can vote using the offshore voting system. Seafarers who wish to vote at sea must have received an electoral list registration certificate from the Election Commission of the municipality with the electoral list in advance.
