Single-parent family independence support plan

In November 2002, the "Mother and Child and Widows Welfare Law" was partially revised to provide support for the development of detailed welfare services and independence for mother and child families facing various difficulties. Article 12 stipulates the independence promotion plan of prefectures, etc. In March 2003, the Ministry of Health, Labour and Welfare issued a basic policy on measures to stabilize and improve the lives of mother and child families and widows, which stipulates matters that should serve as guidelines for the independence promotion plan formulated by prefectures. Based on this, Yokohama City has formulated a “Independence Support Plan” for five years from 2003 and is promoting the plan so that measures such as mother and child families can be comprehensively and systematically developed.
