I would like to know how to observe the plenary session.

About an hour before the scheduled opening time of the plenary session, a numbered ticket will be distributed at the reception desk on the third floor of the City Counsil Capitol. The reception will begin 30 minutes before, so please fill in form with your name Address and receive your ticket. It will be accepted at any time during the meeting.
In addition, there are 216 auditorium seats (including 8 wheelchair spaces).
