What is a non-step bus of a municipal bus?

The height of the ground and floor is about 30 cm, and there is no step at the entrance. (There is a step in the latter half of the vehicle.) It is possible to get on and off a wheelchair using a slope board for getting on and off at the middle door. It meets the requirements of non-step bus standard specifications certified by the Ministry of Land, Infrastructure, Transport and Tourism.
