Elimination and prevention of bad living environment

We are promoting efforts to eliminate and prevent the occurrence of "poor living environment" due to garbage!
In Yokohama-shi, "the regulations about support and measures to plan cancellation of defective living environment in Yokohama-shi buildings and prevention of outbreak" (so-called "garbage house" measures regulations) "was enforced from December 1, 2016 and push forward approach.
What is a bad living environment?
A state in which the living environment of the person or the neighborhood is impaired, such as the occurrence of odors and pests, the danger of collapse or fire due to the accumulation of garbage etc. indoors or outdoors (so-called "garbage mansion" state) ).
Support that is close to the individual
Basically, the responsibility to eliminate the so-called "garbage mansion" state is the person who accumulates things.
However, there are various issues behind this, such as dementia, deterioration of physical function due to aging, and isolation from the community. Until now, we have provided support from the welfare aspect, but the city and ward office and related organizations and local residents will continue to cooperate to provide support that is close to the person.
In this initiative, we aim not only to clear up garbage, but also to solve various issues in daily life.
What can be done with this ordinance
In addition to providing support as part of welfare services, we will work on solutions by combining the following items.

Survey | If there is a consultation or complaint regarding the so-called "garbage mansion" state, we will investigate whether it corresponds to a bad living environment specified by the ordinance. If subject to the ordinance, we will investigate the kinship of the person who stored things as necessary and the use of welfare services. |
Support for waste discharge | If the living environment in the neighborhood is impaired, we will support you and your relatives to remove garbage. In addition, if the living environment in the neighborhood is impaired and it is difficult for the person or relative to remove the garbage alone, the city will support the garbage discharge with the consent of the person. |
Measures (Deputy execution) | In cases where there is a possibility of serious impact on the lives and bodies of local residents but do not respond to repeated efforts, guidance, recommendations, orders, substitute execution, etc. ※You can do it. |
※Substitute execution is only possible if the requirements of the Administrative Execution Law are met.
