2. Purpose

   (1)Interim between the basic concept and the action plan
   (2)Indicates the direction of promoting administrative measures (it does not directly stipulate activities related to lifelong learning, such as companies and private organizations)

1. We strive to provide meticulous learning opportunities to citizens.
   In order to support citizens' independent problem solving and self-realization, based on the provision status of learning opportunities by various actors, we will also strive to provide learning opportunities and places for experiences in cooperation with those actors. .

2. Utilize schools as local learning bases.

5. We will promote the creation of leaders who support learning in the community.
