Article 4 Measurement pursuant to the provisions of Article 28, Paragraph 1 of the Act shall be performed at least once a year for the amount of dioxins contained in the exhaust gas or effluent set forth in the same paragraph by the method specified by an Ordinance of the Ministry of the Environment.
2 Measurements pursuant to the provisions of Article 28, Paragraph 2 of the Act shall be performed by the method specified by an Ordinance of the Ministry of the Environment regarding the amount of dioxins contained in dust, incinerated ash and other cinders under the same paragraph.

Article 2 The methods specified by the Ordinance of the Ministry of the Environment under Article 8, Paragraph 2, Item 1 and Article 45, Paragraph 3 of the Act and Article 4, Paragraph 1 of the Ordinance shall be as follows.

(I) When measuring exhaust gas, in addition to the Nihon Sangyo Standard K0311, the following shall be used.

(A) When collecting exhaust gas, collect at least 4 hours in principle under normal operating conditions (in the case of facilities listed in Appendix 1, Item 5 of the Ordinance, after one hour or more from the time when the combustion state was stable) thing.

(B) The collected gas shall be converted to a condition with a temperature of zero degrees and a pressure of one atmospheric pressure.

(C) When measuring exhaust gas from the facilities listed in the separate table No. 1, Items 1 and 5, make corrections based on the oxygen concentration in the remarks of Nihon Sangyo Standard K0311 7, 4, and 3. In this case, the concentration of oxygen to be converted (On) shall be 15% for facilities listed in the separate table No. 1, item 1 and 12% for facilities listed in the separate table No. 1, item 5 .

(Ii) When measuring discharged water, it shall be based on Nihon Sangyo Standard K0312.

(Iii) When measuring based on Article 45, Paragraph 3 of the Act, in addition to the provisions of item 2 above, the following shall apply.

B) The same sample is analyzed twice, and the amount of dioxins based on the analysis (the amount converted by the conversion method prescribed in Article 8, Paragraph 2, Item 1 of the Act.) The same applies in this item below. ) The smaller one shall be the measurement result.
