Chapter 1 Background of Review

1 Progress of aging

The elderly ratio of the population of Yokohama City (the ratio of the population aged 65 and over) is 16.8% in the figure for 2005, but it will be 26.0% in 2025, an increase of about 10 points, and one in four It is predicted. The automobile license ownership rate of the elderly is increasing with the aging of society, and the use of cars by the elderly is increasing. Until now, transportation for the elderly was mainly on foot and bus use, but in the future the use of cars will increase as a means of transportation, and the range of activities is expected to expand.

2. Necessity of environmental measures

Global environmental problems such as global warming are becoming more serious. Yokohama City formulated the "Yokohama City Global Warming Countermeasures Regional Promotion Plan" in December 2001, aiming to reduce greenhouse gas emissions per capita in fiscal 2010 by more than 6% compared to fiscal 1990. However, the ratio of the transportation sector to carbon dioxide emissions in Yokohama City is 22.5% (actual value in 2003), an increase of 13% compared to 1990. . For this reason, there is an urgent need for such measures. As measures to reduce carbon dioxide, there is a need not only to promote the use of public transportation and reduce automobile traffic, but also to develop parking lots that incorporate greening of walls and rooftops.

3 Progress of Information and Communication Technology

Parking information is available in real-time information on traffic due to the development of information and communication technologies such as personal computers, mobile phones, and VICS (Refer to page 14 “Explanation and Note of Terms” * 1) accompanying the spread of the Internet environment. It is becoming increasingly used to select traffic behavior. There is also a need for effective use of information and communication technology in parking lot measures.

4 Impairment of mandatory parking facilities

Currently, the Yokohama City Parking Ordinance (established in October 1963, revised in March 1995) requires that parking facilities be installed on the premises for buildings that generate parking demand. (Hereinafter referred to as the “installation obligation system”) Since this system is an obligation to attach individual buildings, parking lots and their entrances are created regardless of town development and road traffic, adversely affecting the smoothness of landscape and traffic. May be. In addition, even on land where the site such as the city center is narrow and the floor area ratio is high, there are cases where rebuilding is postponed because it is not possible to maintain the required number of parking lots, It may hinder renewal of the town or advanced use of land. In the future, there is a need to review the system from the viewpoint of cooperation with town development, such as revitalization of the city center and landscape formation.

5 Collaboration with Tourism Policy

The Yokohama City Tourism Exchange Promotion Plan (Yokohama City, June 2004) calls for improving the convenience of parking lots by utilizing parking maps and parking information systems, as well as promoting measures for parking lots such as sightseeing buses around Yamashitacho and Chinatown. In addition, transportation services in the city center are the foundation that supports the accumulation of functions and the ability to attract customers in the city center, and play an important role as one aspect of tourism measures. For this reason, there is a need for transportation measures to increase the satisfaction of tourists and increase the number of tourists. In addition, around Yokohama Station, which is the central terminal station, there are many sightseeing buses departing and arriving for local sightseeing. Many of these sightseeing buses get on and off on the street or park on the street, and there is a problem in traffic safety and a problem in which the residence of passengers hinders pedestrian traffic.

6 Car handling problem

According to the street parking survey (Yokohama City Central District Parking Lot Maintenance Area Review Study Survey March 2002), it has been found that most of the street parking is occupied by parking for cargo handling. In order to facilitate road traffic, it is required to install a cargo handling parking lot.

7 Motorcycle problem

Motorcycles are left on the streets and open spaces around major stations such as Yokohama Station, which not only hinders pedestrian traffic, but also causes a decline in the image and landscape of the city, which has become a social problem. I am. It is necessary to take immediate action based on trends related to motorcycles, such as the revision of the Parking Lot Law (May 2006) and the introduction of a parking observer system (June 2006).

8 Volume to Quality and Regional Issues

Regarding the amount of parking lot maintenance, there are some areas where maintenance is progressing based on the parking lot maintenance plan according to the district, while some areas have not progressed, and in the future, supply and demand balance by region etc. Maintenance that takes into account the current situation is required. In addition, there are differences in parking demand due to traffic conditions and local characteristics, and it is also necessary to respond to local issues and diverse needs.
