Landscape planning and urban landscape consultation district in Kannai-District

  In order to make the landscape of Kannai-District, which has been developed as the center of Yokohama since its opening, Yokohama City has established the landscape rules of Kannai-District as a "landscape plan" based on the Landscape Act (outside site) and the ordinance on the creation of attractive cityscapes in Yokohama (hereinafter referred to as the "landscape ordinance"). When we perform predetermined act in area, "report of scenery plan" based on scenery law and "city scenery consultation" based on scenery regulations are necessary beforehand.

About revision of scenery plan of Kannai-District and cityscape consultation district

In order to implement a system that reflects the content of the "Guidelines for the Formation of Nightscapes in Central City of Yokohama" formulated in July 2022, the Yokohama City Landscape Plan and the Kannai-District Cityscape Consultation Area were partially revised.

  1. New construction, extension, renovation, relocation of buildings (excluding extensions and renovations without change in appearance)
  2. Repairs, remodeling, or color changes that will change the appearance of the building, whose total found area of the part to be changed is 10 m2 or more
  3. New construction, extension, renovation, relocation of structures (* 1) (excluding renovations without a change in appearance)

2-3 Procedures

  • Please submit a report at least 31 days before the start of construction. (Construction cannot be started unless 30 days have passed since the date of notification.)
  • Please submit "registration form of act in area of scenery plan" and two copies (primary, secondary) attached book.
  • Please submit one copy of the "Landscape Plan Checklist".
  • If you change the content of the notification before the completion of construction, please notify the change at least 31 days before the start of the part related to the change. (Unless 30 days have passed since the date of notification of the change, construction of the changed part cannot be started.)

Urban landscape formation act

  3. New construction, extension, renovation, relocation of structures (steel towers, decorative towers, watching towers, etc.) that are fixed on land or buildings with a height of more than 45m from the ground surface (remodeling without changing the appearance) Excluding)
  4. Repairs, remodeling, and colors that change the appearance of structures (steel towers, decorative towers, watch towers, etc.) that are fixed on land or buildings and whose height from the ground surface exceeds 45m2 or more In addition, the total number of found areas to be changed is 10m2 or more
  5. Act on Formation of Specific Urban Landscapes

After hearing opinion of Yokohama-shi city beauty measures council, we decide discussion policy.

  1. New construction and relocation of buildings with a height of more than 45m
  2. Extension, renovation, repair, remodeling, color change of part where the height of the building exceeds 45m (excluding those without a change in appearance)
  3. New construction, extension, renovation, relocation of structures (limited to towers, decorative towers, viewing towers, and the like) that are fixed on land or buildings with a height of more than 45m from the ground surface (without change of appearance) Excludes renovations)
  4. Repairs and remodeling that will change the appearance of structures (limited to steel towers, decorative towers, viewing towers, and the like) fixed on land or buildings whose height from the ground surface exceeds 45m By color change, the total Mitsuke area of the part involved in the change of appearance is more than half of the Mitsuke area of the entire work

3-3 Procedures

  • Please make a proposal for cityscape consultation after conducting prior consultation at the early stage of design. (Construction cannot be started until after the cityscape consultation has been completed.)
  • Please submit "cityscape consultation proposal book" and attached book three copies (for primary, secondary, reading).
  • For browsing, please do not state in advance any personal information or matters that may harm legitimate interests by making them public.
  • After the consultation, please install a "news of cityscape formation activity" sign at the site.
  • If you change the content of the consultation before the completion of construction, you will need to discuss the change in advance. (You cannot start construction of the changed part until after the consultation on the change has been completed.)
