Preliminary guidance for receiving tanks

(Intent)
Article 1 This outline is necessary before applying for building confirmation (in the case of water supply equipment construction without building confirmation, before applying for water supply equipment construction) in order to secure structural equipment suitable for sanitary maintenance of water receiving tank facilities. Hygiene guidance guidelines on the design and construction of water supply equipment such as water receiving tanks shall be established.
(Definition of terms)
Article 2 In this outline, the meanings of the terms listed in the following items shall be as prescribed respectively in those items.
(1) Receiving tank facility stipulated in Article 2, Item 6 of the Ordinance on Securing Safe and Sanitary Drinking Water in Simple Dedicated Water Supply prescribed in Article 3, Paragraph 7 of the Water Supply Act, and Yokohama City Simple Water Supply and Small Water Receiving Water Supply.
(2) Building owner A person who intends to set up a receiving tank facility.

(Guidance Guidelines)
Article 3 Hygiene guidance guidelines for the design and construction of water supply facilities such as water receiving tanks (hereinafter referred to as “guidance guidelines”) shall be as shown in the attached table.

Article 4 When the health center director receives a consultation from the building owner before applying for a building confirmation application pertaining to a water receiving tank facility or a water supply equipment construction application without a building confirmation application, it requests the presentation of the books listed in the following items Based on the guidance guidelines, the contents shall be promptly confirmed using the receiving tank facility prior consultation slip (Form 1), and necessary guidance and advice shall be provided using the receiving tank facility prior guidance slip (Form 2).
(1) Layout of buildings
(2) Floor plan and elevation or cross-sectional view that clarifies the structure and installation location of the receiving tank and elevated tank and elevated tank
(3) Water supply and drainage system diagram
(4) Plan for the planned amount of water
(5) Other books deemed necessary by the director of the health center
2. The director of the health center shall give an opinion to the building supervisor or the designated confirmation inspection organization if it is deemed particularly necessary in the preceding paragraph.

Article 5 When the building supervisor or the designated confirmation inspection organization receives the building confirmation application pertaining to the receiving tank facility, the building owner receives the prior guidance prescribed in Article 4, Paragraph 1 to the building owner. Shall be confirmed.
(2) If the building supervisor or the designated confirmation inspection organization cannot confirm the preceding paragraph, it shall advise the building owner of the facility to receive the guidance prescribed in Article 4, Paragraph 1.

Article 6 When receiving an application for water supply equipment construction (excluding construction related to removal and repair of water supply equipment) pertaining to water receiving tank facilities without building confirmation, the Director of the Water Supply Service Department of Water Works Bureau shall confirm that the facility has received prior guidance prescribed in Article 4, Paragraph 1.
2. If the Director of Water Works Bureau Water Supply Works Reception Center cannot confirm the preceding paragraph, he / she shall advise the building owner of the facility to receive the guidance prescribed in Article 4, paragraph 1.
Others
Article 7 Necessary matters concerning the enforcement of these guidelines shall be determined by consultation by the Director of the Medical Bureau, the Director of the Building Bureau, and the Director of the Water Supply Bureau.

(Effective Date)
(1) This outline shall come into effect on April 1, 2007.

2 The administrative procedures (October 1, 1992, Eiko No. 546) for the advance guidance of the Yokohama City Reservoir Facility will be abolished.

Total water supply facilities
1 The material of the drinking water plumbing equipment shall be non-permeable water resistant material and shall be sanitary safe without the risk of water contamination.
2 Do not directly connect drinking water plumbing equipment and other plumbing equipment.
3 Take effective measures to prevent backflow of water at openings such as faucets in drinking water plumbing equipment.
2 Water pipes, etc.
1 Do not penetrate facilities that may contaminate water.
2 Inspection, repair, replacement, etc. can be easily performed.
3 Display so that it can be identified from other pipes.
4. Provide a hydrant on the tube of the water supply pipe that flows into the receiving tank.
Installation location of the third aquarium
1 Provide in a place where there is no risk of water being polluted by harmful substances, sewage, etc.
2. Provide in a place where maintenance is safe and easy and can be performed hygienically.
3 Secure a space of at least 1 meter for the upper surface and 0.6 meters for the other surface so that all surfaces of the aquarium can be fully inspected from the outside.
4. Do not install equipment or equipment that may pollute water at the top of the aquarium.
5 When installing indoors, provide sufficient ventilation, drainage and lighting equipment.
6 In principle, do not install aquariums in the building pit. However, if it must be installed in the building pit, the following measures shall be taken.
(1)Measures should be taken to ensure safe and secure.
(2)The inspection port of the building pit shall be located in a safe and easy inspection position, and in principle, no water tank shall be provided directly below the inspection port.
7 When installing an aquarium in a dedicated room, do not install pipes that may contaminate water in the room.
8. When installing outdoors, in principle, fences shall be provided.
9 When installing on a high place, such as the rooftop of a tower, provide stairs, etc. so that there is no obstacle to going up and down to the installation location, and provide an inspection work space of 0.6 meters or more and a railing of 1.1 meters or more around the aquarium. thing.
In addition, for safety reasons, a door with a key should be installed at the entrance of the stairs.
Structural equipment of the 4th aquarium
1 A structure that does not allow dust or other harmful substances to sanitation.
2. Ensure that water quality is not adversely affected by sunlight, etc.
3 The upper part shall have a structure where rainwater etc. does not accumulate, such as providing an appropriate slope.
4. Do not install any plumbing equipment other than drinking water plumbing equipment inside.
5. Do not have a structure in which the water tank and the pump room are integrated.
6 In order not to cause stagnation, the following structure shall be used.
(1)The effective capacity of the receiving tank and the elevated tank is about 4/10 to 6/10 and 1/10 of the maximum daily amount of water used as standard, and the effective capacity is not excessive for the amount of water used.
(2)The inlet and outlet of the water supply pipe shall be provided in a symmetrical position.
(3)As a general rule, do not use it as a fire tank.
7 If it is necessary to avoid water cutoff during cleaning, use a two-tank type.
8 A manhole with the structure specified below shall be provided at the top. Provided, however, that this shall not apply when the ceiling of the aquarium also serves as a lid. (1)It shall be located in a position where internal maintenance and inspection can be performed easily and safely.
(2)A circle with a diameter of 60 cm or more can be inscribed.
(3)The manhole surface must be effective for hygiene from the top of the tank.
(4)It must be waterproof and sealed and have a structure that does not enter dust or other harmful substances for hygiene.
(5)The structure must not be easily opened and closed by anyone other than those performing inspections.
9 The overflow pipe shall be the following structure that does not contain dust or other harmful substances for hygiene.
(1)The end of the pipe and the inlet of the drainage pipe shall be indirect drainage, and sufficient drainage space shall be secured to prevent backflow.
(2)The edge of the tube is downward and has a sufficient downside width.
(3)An insect repellent net that is effective in preventing the invasion of small animals etc. must be installed at the end of the tube.
10 The trachea shall have the following structure where dust and other harmful substances do not enter. Provided, however, that this shall not apply to tanks with an effective capacity of less than 2 cubic meters.
(1)Must have sufficient effective cross-sectional area and open to a clean place.
(2)The edge of the tube is downward and has a sufficient downside width. Also, in the case of a ventilation shade, the shade does not come off easily.
(3)An insect repellent net that is effective in preventing the invasion of small animals etc. must be installed at the end of the tube.
11 The drainage pipe shall have the following structure so as not to interfere with drainage.
(1)Provided at the bottom of the tank, and as necessary, the bottom of the tank shall be provided with a slope, drain, suction pit, etc.
(2)The end of the pipe and the inlet of the drainage pipe shall be indirect drainage, and sufficient drainage space shall be secured to prevent backflow.
12 Consider structural equipment that can be used in the event of a disaster.
