Held “Japan-EU Urban Climate Action Workshop”
Share precedents for decarbonization by cities in Japan and Europe
※Title omitted
Policy Administration Bureau Press Manager Yano:
Yes, I'll start a regular conference. Mayor, please.
Mayor
Yes, today I would like to report on the holding of a workshop on urban climate action in Japan and the EU. The representative of the EU and the European Union in Japan is the EU representative office in Japan, but is it like an embassy? The purpose is to hold a workshop between cities to address climate change between Japan and the EU, and Yokohama, for decarbonization between Japan and the EU. First of all, we have been promoting technical cooperation with various cities in Asia through public-private partnerships and promoting decarbonization measures. Last year, we held the Asia Smart City Conference, where the mayor of Bangkok and me of Thailand issued a joint declaration and the Yokohama Declaration for decarbonization of Asia, with 44 Asian cities, and government agencies. However, with the support of 44 cities and organizations, we issued the Yokohama Declaration and strongly promoted the decarbonization of Asia. On the other hand, I went on a business trip to Western Europe, and in July I had a meeting with the mayor of Frankfurt at 1on1. In October, I had a meeting with the Mayor of Lyon, and with Paris Climate Change Officer and Deputy Mayor. In February of this year, the director of the Bureau of Climate Change in the EU, came to Yokohama and had a meeting. All of these are Frankfurt, Lyon, Paris, and the EU as a whole, but I understand that measures against climate change are progressing at a rapid pace, and we also have various discussions on climate change measures at the national level and what basic local governments close to the citizens and close to the residents, that is, what the city does, and there are two such things. While the government is promoting measures for decarbonization at the national level, it is the role of the city to work on decarbonization with citizens, small and medium-sized enterprises, and those who are close to us. I think. We have just had various meetings on what to do with such things. Based on these efforts, there is a research institute called IGES, which was created by the European Union Representative Office, which is the representative of the EU in Japan, and the Ministry of the Environment, taking the initiative led by the Ministry of the Environment, the Ministry of the Environment. May 29 and 30 at Pacifico. Regarding the content, the content of the workshop is in which stakeholders from local governments in Japan and Europe introduce their respective knowledge for decarbonization and exchange opinions. Anyone can attend, so I would like many people to participate. As for the content of the workshop, after the opening session, I would like to discuss these issues, exchange of knowledge as a city between the local governments of Japan and the local governments of the EU. I would like to discuss these issues, and in each local government, the fact that the potential of renewable energy is not high in this city is like any city, Yokohama city, or Paris or Frankfurt energy, so I would like to think about it in big cities. In addition, as a feature of basic municipalities, we would like to discuss how to formulate decarbonization policies in cooperation with citizens, small and medium-sized enterprises, who are stakeholders in society in such a world, close to citizens and small and medium-sized enterprises. Recently, Shanghai, this is Shanghai, but when I talked with the mayor of Shanghai, in large companies, decarbonization measures are still related to corporate value, so it seems that the mayor of Shanghai is also taking the initiative. On the other hand, in Yokohama, if there are many small and medium-sized enterprises in the case of small and medium-sized enterprises, the approach to decarbonization policies, including financial issues, is generally behind the small and medium-sized enterprises as a general theory. That's. Therefore, I believe that how to encourage small and medium-sized enterprises to change their behavior, and that such issues are also important issues for promoting decarbonization in Japan in the future. I would like to discuss these things. Regarding the participating municipalities, including online participation, I think that it was 2020, including the mayor of Lyon, the deputy mayor of Frankfurt, and the city of Paris, but I think that it was 2020, but the climate and ecosystem transition director, a new bureau on climate and ecosystem transition has been launched, and the person in charge there can come, so I would like you to talk about Paris's initiatives. The city of Paris was also at the end of last year, and we have just updated our decarbonization measures at the end of last year, so we hope that we will be able to hear about Paris's advanced decarbonization measures in Western Europe. In addition, we are currently coordinating the city of Barcelona. And Mr. Parque, Ambassador of the European Union to Japan, will come. We would like the Ministry of the Environment to come to the Council for Global Environment. The rest is the director of climate and ecosystem transition in Paris, which I mentioned earlier. I would like to speak with me and give keynote speeches. By holding this workshop, we would like to share Yokohama's efforts so far with the world and share advanced decarbonization measures with stakeholders. In addition, we will hold the GREEN × EXPO on the theme of decarbonized green in 2027, so we would like to disseminate this GREEN × EXPO and send a message to Japan and overseas for the realization of a new society through green innovation. Yes, that's all about this.
Policy Administration Bureau Press Manager Yano:
Yes, I would like to ask you a question about this matter. I would like to ask you to turn on the microphone when speaking, and turn off when you finish speaking. First of all, please.
Radio Japan Honda:
My name is Radio Nippon Honda. Thank you very much. There are two things I would like to ask the mayor, and the first point is the aim of holding this workshop. I would like to ask you about these two points, what you want to send to the surroundings through this event. Thank you very much.
Mayor
Yes. First of all, it is my expectation, but I think that it will be the first step in finding solutions by working together between cities like us and at the city level like us. I don't think these workshops are held in Japan as far as I know. On the other hand, Japan is in a position where it is necessary to lead decarbonization in the future. What can the cities of Japan and European cities do as cities? I'm thinking that it will be a very valuable opportunity to discuss these things. I would like to take the first step in sharing knowledge for decarbonization between local governments in Japan and Europe. Also, as for what you want to send to the surroundings, I'm sorry, it will be the same answer, but as a city closest to citizens and small and medium-sized businesses, for decarbonization What can you do? I would like to share such advanced cases, and I would like to share such results to everyone around me.
Radio Japan Honda:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
Then, how about each company? Mr. Asahi Shimbun.
Asahi Shimbun Yoshinaga:
My name is Yoshinaga of the Asahi Shimbun. I think that the participating local governments were introduced, such as four participating local governments, but where there is a situation where the potential of renewable energy is not high earlier, it is common to some other of the participating local governments, I would like to tell you if you have any issues.
Mayor
Yes. First of all, thank you. Since the population is still large, everyone as a basic local government, for example, collects garbage. For example, the city of Paris is a basic local government, but the administrative system is slightly different from Japan, so I have the authority like a special city like Japan, but the city of Paris has a large population, so it is still citizens I'm still thinking about how to change the behavior of everyone. After all, we will strengthen the separation of plastic garbage in the future, but it seems that we naturally think about such things, and it is the reuse of plastic, and I think that such things will be an important issue after all. Also, yes, it costs a lot of money on how to strengthen and promote innovation, so I think there are things that can be done at the national level and, on the other hand, as a city. Regarding the introduction of hydrogen energy or the introduction of next-generation energy, there are things to do at the national level and at the urban level, so I think there may be such a commonality.
Asahi Shimbun Yoshinaga:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Kanagawa Shimbun-sha.
Kanagawa Shimbun-sha Kaji:
This is Kaji of the Kanagawa Shimbun-sha. Thank you. In the words of the mayor earlier, this workshop was the first step in sharing the knowledge of each city. In the future, after the workshop is over, what kind of cooperation will you consider, for example, if you are thinking about continuing to search for solutions for specific issues, please tell us if you have any thoughts .
Mayor
Thank you for your question. I would like to talk with the representative department of the EU embassy often, but I myself do not intend to end this one workshop, of course, this initiative will be implemented in Western Europe and Japan in the future. I would like to establish it in Japan. In Asia, including the Mayor of Bangkok, we will further strengthen our cooperation in the future, but this will be the first step in strengthening our efforts to promote decarbonization measures in Japan and Europe, with Yokohama as a hub, which will deepen our cooperation with Western Europe. So it's the first step, so I want to continue the second and third steps.
Kanagawa Shimbun-sha Kaji:
Excuse me, could you give me another point? It means that anyone can attend this time, but if you have any questions you want to come, please.
Mayor
I would like people who are widely interested in decarbonization. Regardless of age, regardless of occupation, decarbonization is a problem for Japan as a whole, so I would like many people to come. The rest is young and young people, I think it would be very good if you could come, including students.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Jiji, Mr.
Jiji News Hirono:
My name is Hirono. Do you have any examples or plans to introduce at this workshop in Yokohama City's decarbonization efforts?
Mayor
Yes, in the future. Thank you for your question. We would like to introduce the initiatives related to the promotion of green energy that the city has been conducting so far, and we will share such things as the city's behavior change, or corporate behavior change, how to proceed with this. I want to do it. At the same time, I think that every city may be the same to a certain extent, but there are various facilities owned by the city, such as the ward office, library, inhabitant of a ward culture center, etc. It is necessary to promote decarbonization in so-called public facilities to reduce CO2 emissions in the city area, so I think that such circumstances will be a certain extent in any city, so what kind of city I want to share it now? I want to do you want to do you want to do you want to do you want to the city?
Jiji News Hirono:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Sankei.
Sankei Shimbun Hashimoto:
I'm Hashimoto of the Sankei Shimbun. Thank you very much. One point, what are Japanese municipalities other than Yokohama planned for participating municipalities?
Mayor
Yes. Yes, sir.
General Manager, International Affairs Bureau Global Network Promotion Department
My name is Tomioka, General Manager of International Affairs Bureau Global Network Promotion Department. Regarding the local governments in Japan, multiple cities are scheduled to participate, but in the future, I'm sorry that I will upload it to the web page, so I can not write a little here, Yes, I will upload it sequentially.
Mayor
I think it's decided to some extent, but I can't tell you yet.
General Manager, International Affairs Bureau Global Network Promotion Department
Excuse me.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Nikkei Shimbun.
Nikkei Shimbun Matsubara:
This is Matsubara of the Nikkei Shimbun. Thank you very much for your attention. When I visit the current EU, especially Paris, I heard that there is no more car running as surprised, and that it is really being promoted to create a warmable town, but the mayor also visited EU cities last year in various ways Please tell me if there are any measures that you have realized in particular, such as decarbonization initiatives that you can realize yourself, or if you think that you can introduce them to Yokohama.
Mayor
Thank you for your question. In that regard, I also saw some cities and saw multiple cities in Europe and felt that it was overwhelmingly advanced. Efforts are certainly aiming for a warmable city, and we are doing various things. The two-lane road on each side is changed to one lane, and only one lane can pass. The remaining one lane is exclusively for bicycles and sidewalks. So, when CO2 was reduced by this much, I heard that such efforts were being made at a considerable speed. Also, as a Motoichi, what I thought would not be helpful was that the insulation performance of houses and the strengthening of houses using materials were very much focused on. After all, as a measure that focuses on the residents, the insulation performance of the house will be enhanced. You have made such an approach. So, including such places, I think that the knowledge of Paris can be talked to the person in charge.
Policy Administration Bureau Press Manager Yano:
How about other things? Are you sure? Then the question on this matter will end with this. The secretariat I'll change in, so please wait a moment.
2.Others
Policy Administration Bureau Press Manager Yano:
Then I will continue to ask the general question. If you have multiple questions, I would appreciate it if you could ask them all at once. First of all, please. Are you sure? How about each company? Mr. TVK.
TV Kanagawa Imai:
Nice to meet you, my name is Imai of TVK. Thank you very much. I would like to ask you one point. I would like to ask you about reducing the number of municipal buses, but we have taken measures to reduce the number of flights twice this month, and I think that there are overtime restrictions and such problems in 2024 in the background. About the bus, it will be indispensable to life because it is citizen's foot, so please tell me if you have any thoughts on measures there. Thank you very much.
Mayor
Yes, thank you for your question. You mentioned the 24-year problem, but it is certainly triggered by the 2024 problem, and we believe that the shortage of bus crews can be recognized as a serious issue that must be taken by society as a whole. We are. The 2024 issue is a regulation that focuses on overtime, and it is occurring in line with it, but I think that it is necessary to properly respond to overtime regulations from the viewpoint of work style reform . On the other hand, that's the beginning of the driver. I think there may be aspects that have maintained various salaries in terms of overtime, so I think that the problem in such a place is exposed this time. Therefore, we believe that it is necessary to further promote efforts to secure driver human resources, such as improving treatment in the future. At the same time, it is the efficiency of operation, and we think that we must push forward approach for efficiency of operation as transportation company. As Motoichi, we cooperate well with transportation company and call local transportation, and think that we want to wrestle well for securing of service supporting citizen's life well.
TV Kanagawa Imai:
Thank you very much. Is it all right now? Excuse me. In the story, you mentioned the improvement of treatment and the efficiency of operation, but what exactly is it? It's not the starting salary, but do you think that it's something that has been decided specifically in terms of raising such a thing or improving the efficiency of operation?
Mayor
Yes, thank you for your question. Improving treatment is the salary. It is necessary to ensure a treatment environment that allows drivers to choose municipal transportation in Yokohama. Also, for example, in order to improve the efficiency of operation, yes, the introduction of AI, etc., requires a demonstration experiment of AI on-demand traffic, but it is necessary to proceed with such a thing properly In addition, we can carry many passengers with a single vehicle, so I think that we should consider the active introduction of such things in the future.
TV Kanagawa Imai:
Thank you very much. That's all for me.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Asahi.
Asahi Shimbun Kenshima:
I'm Kenshima of the Asahi Shimbun. Yesterday, regarding the Standing Committee of the Board of Education of City Counsil yesterday, according to the story, 38 out of 41 municipal schools in the past 10 years have been surveyed by an inspection team composed of lawyers. There was a report that it started. Until now, while the transparency of the results has been questioned, I think that it is a form to include a third party, but I would like to ask the mayor's opinion about this, another point, yesterday's committee It was raised that one of the 38 cases was being bullied and serious, that the City Board of Education was preparing in a way to handle it. I would like to hear the views of the mayor about this too.
Mayor
Yes, first of all, it's about 38 basic surveys. A lawyer who specializes in bullying issues has just been appointed 10. I would like you to proceed with the inspection work with a sense of speed, and I think that you should proceed. In addition, I think that it is one of the serious stories, but I will refrain from answering a little about individual projects, but I have received reports that there are such cases in the report . In the future, the Board of Education will proceed with the confirmation work.
Asahi Shimbun Kenshima:
Thank you very much. Also, I'm sorry. Another point is that a second-year student from Municipal Junior High School died in March 2020. Regarding this matter, yesterday's committee reported that three lawyers would investigate the facts about the measures taken by the City Board of Education and the school to increase its objectivity. After that, it was to consider the disposal of the related parties by around September at the latest, but regarding the disposal of the superintendent of education, etc., the mayor was considered more than the City Board of Education in terms of probably improving objectivity I wonder if the objectivity will increase, but how about your thoughts on that?
Mayor
Thank you for your question. First of all, I think it will be a judgment after investigating the facts. There are a lot of people involved. In particular, the intention of the bereaved family must be emphasized. Based on the intentions of the bereaved family, we have received reports to many stakeholders to closely examine, discuss, and summarize the report results promptly. I would like to make a decision after receiving it.
Asahi Shimbun Kenshima:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Kanagawa Shimbun-sha.
Kanagawa Shimbun-sha Takeda:
This is Takeda of the Kanagawa Shimbun-sha. 2 points, please. One point is related to the municipal bus mentioned earlier, but I heard that there is a timetable revision again in the fall, but as the population is definitely decreasing in the future, the public feet will shrink I think there is an aspect that I have to do it. On the other hand, there are people who are using it, and I think that if you reduce even one flight, there will be some effect. We think that it is a little difficult place, but think that we should hear the way of future municipal bus, opinion of the mayor again.
Mayor
Thank you for your question. First of all, it is the driver who is in charge of the business of the Transportation Bureau and the organization of transportation managers. Securing those people is a major premise, so we have just instructed the transportation company to take measures firmly. On top of that, as a transportation company, we should secure citizens' feet while securing the system while making management efforts, but on the other hand, as you mentioned, aging in the future In addition, there are many slopes in the area of Yokohama City, etc., and there is such a regional background, and the necessity of local transportation is further increasing. In the future, I think that it is necessary to promote efficiency by introducing new technologies, such as AI, or articulated buses, etc. I think that it is necessary to comprehensively consider various measures for the introduction of new local transportation services, etc., what can be done for enhancement, and various measures for the introduction of new local transportation. I think that it is necessary to comprehensively consider new local transportation services.
Kanagawa Shimbun-sha Takeda:
Thank you very much. The part of efficiency does not necessarily mean that the number of flights is reduced, it is the introduction of new technologies, the AI and connected buses that you just mentioned, and the new local transportation. Does it mean that you are combining and exploring the optimal form?
Mayor
That's right. Yes. It is not possible to reduce the number of flights, after all, there are various factors and elements, and what should I say about the coalition equation there, such a thing should respond to citizens' satisfaction and feet I think like that.
Kanagawa Shimbun-sha Takeda:
Thank you very much. Another point is that yesterday's Standing Committee of the Congress, I wonder if a series of reflections on COVID-19 came out with materials compiled by Medical Care Bureau, and a member of the Diet said that Kawasaki had compiled the other day in March, and Kanagawa Prefecture had a great deal of lessons from last year and January of this year. As for Yokohama City, there was a question from members of the Diet whether there was no intention to make such a thing because the whole thing was necessary rather than the number of pages However, as the mayor, please let us know if you have any plans to organize a series of corona measures in the future, as a mayor, if you have any plans to summarize them in the future.
Mayor
In the materials shown yesterday, we summarize in detail what kind of action we took as Motoichi. In the future, I think it is pointed out that if a new infectious disease occurs, it is necessary to make use of the knowledge of this corona, but for that, when the infectious disease will occur I don't know, but I would like to carefully consider what can be done in preparation for an infectious disease that you don't know when it will happen, and what kind of response should be taken.
Kanagawa Shimbun-sha Takeda:
Thank you very much. Yesterday, the crisis management office in General Affairs Bureau had some sort of response from each bureau.
Mayor
Is it COVID-19?
Kanagawa Shimbun-sha Takeda:
It's Corona. Excuse me. I think that the situation is organized and it is a form that can be used to some extent, but I think that it is one meaningful to publish it as a list to citizens, but what is around that? If there is anything you are considering, what is the part of putting together as a material, such as publishing it in a form like a prefecture or in a form like Kawasaki? .
Mayor
First of all, the materials shown yesterday are widely shared and I hope that they will be an opportunity for various discussions. On top of that, I would like to discuss with the responsible department on what to do in the future.
Kanagawa Shimbun-sha Takeda:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Tokyo Shimbun.
Tokyo Shimbun Kamiya:
It's Kamiya of the Tokyo Shimbun. I'd like to ask you about Seya Kami. Now, with the preparation of GREEN x EXPO, I think that the division maintenance project for the venue is progressing first, but I think some citizens are a little concerned about the natural environment. I heard that the Aizawa River flows from north to south on the site and on the site, changes the flow of the waterway and goes along the road, and as a sightseeing area, etc. I've heard that the mayor is thinking about changing the flow in the first place, and how much I think that it will change to some extent in the park and disaster prevention area, but basically I'm wondering how much the flow will change, artificially I'm thinking about how much I'm going.
Mayor
As it will be a story of an individual plan, I would like you to ask the responsible department, but I have already mentioned it repeatedly at mayor conferences, etc., but so as not to impair the natural environment and as much as possible, I would like to make a plan that takes advantage of the terrain.
Tokyo Shimbun Kamiya:
If possible, do you mean that you have a concern that it may be compromised to some extent?
Mayor
Does it mean whether it will be zero? What are you talking about now?
Tokyo Shimbun Kamiya:
Now, somehow, what about the ecosystem?
Mayor
I have stated that we will not damage the natural environment as much as possible.
Tokyo Shimbun Kamiya:
Do you mean you have any concerns that might be worse?
Mayor
So I'm telling you to preserve it as much as possible.
Tokyo Shimbun Kamiya:
I understand.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Sankei Shimbun.
Sankei Shimbun Hashimoto:
I'm Hashimoto of the Sankei Shimbun. Thank you very much. I would like to ask you about Mayor's Residence, but if Hiroshima City dismantles its current public building in 2026 and abolishes it. Also, in that case, only Yokohama City has public buildings in government-designated cities. Also, looking at prefectures, last year, Chiba Prefecture, Shimane, and Tokushima were in the direction of abolishing the governor's office, but what to do in Yokohama City? Since the renewal of the Noge Mountains will begin this year, I think it would be a great time to review it, but what do you think about other usage methods if you want to abolish it?
Mayor
Regarding the public building, this week, we welcomed overseas ambassadors and used it as a place for various guest guests, but we would like to go flexibly in the future, such as guest guests and ceremonies in Mayor's Residence. In particular, we are thinking that the image of local governments will be greatly improved for key figures overseas. It is possible to utilize it as a local government diplomacy for overseas dignitaries, etc. First of all, as a major premise, in the event of a disaster such as an earthquake or disaster prevention, it will replace the city's headquarters It has an important role to play. On top of that, we would like to use it as a function for guests and ceremonies.
Sankei Shimbun Hashimoto:
As for the function of the public building, other municipalities naturally think about the same place, but on the other hand, due to the problem of maintenance management fee, it is cost-effective, and in Yokohama City, a new government building is already completed It's right? I think the disaster prevention function is much higher than that of the current Mayor's Residence, but I think that it is better to use it even if it takes 27 million maintenance management fee per year?
Mayor
I think there are merits of using the city's alternative function of the headquarters in the event of a disaster, as well as a place for local government diplomacy to dignitaries overseas.
Policy Administration Bureau Press Manager Yano:
How about other things? Kanagawa Shimbun-sha.
Kanagawa Shimbun-sha Kaji:
I'm sorry, this is Kaji of the Kanagawa Shimbun-sha. I would like to ask you about two topics. First of all, regarding bullying self-death, yesterday's standing committee started a comprehensive inspection of 38 that had been completed in the basic survey, and one of them has begun to consider shifting to a serious situation survey. In other words, it can be said that the case that should be treated as a serious situation was closed in the basic survey.
Mayor
Isn't it possible?
Kanagawa Shimbun-sha Kaji:
First of all, I would like to ask you what you say the mayor's impression about this, or how you perceive it.
Mayor
Yes, thank you for your question. First of all, about 38 cases, we are now in the process of creating a system and conducting scrutiny in the future. As a general theory, this time, the fact that there was no involvement other than teachers from the early stages of truancy etc. has emerged, so we have created a system to catch children's voices firmly. I wonder if this is all about.
Kanagawa Shimbun-sha Kaji:
I'm sorry, when I asked a question again, it was mentioned in the general theory that the necessity of catching children's voices came out, but it was equal that something that could be a serious situation originally had to move to a serious situation survey in accordance with the law, and what do you think the mayor of schools and city councils do you think about that?
Mayor
Thank you for your question. First of all, I would like to scrutinize the facts. Therefore, we created that system first and have already started action. So, we are in the process of considering it first, but there is no time to do so, so we would like you to consider it carefully. On top of that, regarding the root of the problem that occurred this case, I just mentioned these two points, whether it is necessary to strengthen the system to catch children's voices.
Kanagawa Shimbun-sha Kaji:
Excuse me, I'll continue. It is said that 41 suicide cases have been reported to have been the past 10 years, one of which is a female student who died in 2020 this time, but I heard that two have moved to a detailed survey . Is this detailed survey not included in the inspection included by the lawyer this time?
Policy Administration Bureau Press Manager Yano:
From the competent authority.
Sumita, General Manager of Human Rights and Health Education, Board of Education Secretariat:
This is Sumita, General Manager of Human Rights and Health Education at Board of Education Secretariat. Although you have just asked a question, these two are not included in the 38 inspections. Investigations by third parties have already begun, so we think so.
Kanagawa Shimbun-sha Kaji:
Does the fact that the investigation by the third party has begun means that it has begun with a detailed investigation and there is a lawyer, so it is not necessary to check again?
Sumita, General Manager of Human Rights and Health Education, Board of Education Secretariat:
That's right.
Kanagawa Shimbun-sha Kaji:
So, do you mean that what you are checking in the detailed survey now may shift to a serious situation?
Sumita, General Manager of Human Rights and Health Education, Board of Education Secretariat:
It is a detailed investigation, and there is a third party, so we are thinking of making detailed decisions by the third party.
Kanagawa Shimbun-sha Kaji:
Excuse me. I would like to ask you one more point on a different theme. I would like to ask you about the redevelopment of Yamashita-Futo. I think the volunteers of the citizens took nearly a year to discuss what kind of things in Yamashita-Futo would be better for the citizens. Did the mayor read the proposal of this "If there was a Yamashita-Futo, the Ina Project"?
Mayor
I am very grateful that the citizens have made such proposals with interest in the development of Yamashita-Futo. We do not know the details about the opinions and suggestions we received, but it is thankful to receive such voices from many citizens, and it is a future business plan, at the time of examination I hope that you can refer to it.
Kanagawa Shimbun-sha Kaji:
Thank you very much. Among the proposals, there is a desire to create a co-creation area where the government and citizens work together to solve issues. This concept is very necessary in the future as the population declines and the needs of various citizens come out, and in terms of Civic Pride, it is important to include plenty of such citizens' opinions I think it's very important, for example, to give a presentation to the members who compiled this proposal in the current expert review committee, or ask for dialogue, and to the city. I would like to hear a little bit about what the mayor thinks about how to hear opinions.
Mayor
Thank you for your question. I will refrain from mentioning individual groups, but the concept of co-creation and the concept of co-creation are very important. As well as Yamashita-Futo, GREEN x EXPO, we should proceed with the idea of listening to the voices of citizens and creating together with citizens regarding the development of big events and big businesses. By all means, I would like to promote co-creation in various businesses with the citizens in the future.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Town News.
Town News Natsuizaka:
My name is Isaka of Town News. Thank you very much. I think that it will be a little link about the city bus in terms of transportation infrastructure, but ride sharing has started the other day, and data like the number of people that have been operating so far or the number of users come out I would like you to tell me if you do, and look at the results so far after the start, and ask the mayor's acceptance.
Mayor
Yes, thank you for your question. Ride share is like April 12, but it has just started, and the city has just started on Friday, April 12th. I'm sorry for the detailed data, but I would appreciate it if you could ask the person in charge.
Policy Administration Bureau Press Manager Yano:
Are you sure? How about other things? Mr. Yomiuri Shimbun.
The Yomiuri Shimbun Muramatsu:
This is the Yomiuri Shimbun Muramatsu. Only one point. Please tell us if you have any suggestions regarding your recent visit to Shanghai? In particular, it means that the Horticultural Expo was promoted, so I would like to ask if there is a story about something like a good reaction or opening a store.
Mayor
Thank you for your question. We had a top talk with Mayor Jokai, confirmed the exchange results so far, and it was just the 50th anniversary last year, so for the next 50 years, this year is the 51st year, so at that time Well, it was necessary to renew the cooperation agreement. In that regard, I was able to have various discussions with Mayor Jokai, and especially for the realization of a decarbonized society, I would like to talk about further promoting inter-city cooperation in the future. I have become each other. I also introduced GREEN × EXPO, and although it is the Consulate-General of Shanghai and the Consulate-General of Japan, I also had the opportunity to exchange opinions on GREEN × EXPO with the ambassador there, China, Asians rather than China, rather than China, I have received words that I would like to do my best in the future, I would like to do my best in Asia, so I would like to focus on Asia.
