-Results of demonstration experiments on ICT in traffic volume surveys ~
※Title omitted
Policy Administration Bureau Press Manager Yano:
Yes, I'll start seeing the regular meeting. Mayor, please.
Mayor
Yes, I would like to say a few words before entering the report. It's been 14 years since Great East Japan Earthquake today. Once again, I pray for the happiness of the victims. At the same time, I would like to express my deepest condolences to all of you. As Motoichi, we learn from the experience without weathering the memory of the earthquake disaster and want to make use of it in future disaster measures again. Now, let me begin the report. There are two points today, a report, and the first point is about the approach to ICT in traffic volume surveys. The first and second pieces are about YOKOHAMA Hack!, so I will omit them. If we talk a little about the background, it is a traffic volume survey, but in Motoichi, we carry out the whole city approximately once every two years. The purpose is to obtain traffic data. It is an issue, but since we rely on traffic surveys and human resources, there are times when there is a shortage of human resources, and there is chronic shortage of human resources, so it is difficult for people to gather. In addition, there is a need for complicated and huge summarization work. As for the survey conducted in Motoichi in 2023, we wrote here, but a total of 362 investigators were required for the survey of 65 intersections in total. This is not just the situation of Motoichi, but such surveys are being conducted by municipalities nationwide. I think that each local government may have a similar sense of challenge. Regarding these needs, we received proposals from private companies using the latest digital technology at YOKOHAMA Hack!, and there were applications from four companies. There are four companies that participated in the demonstration experiment, written here. As an overview of this experiment, this slide is the Keith Ride in this presentation, but we will first install observation equipment such as LiDAR and cameras at the intersection to shoot the flow of people and cars. Next, we aim to investigate traffic volume by analyzing data such as images taken with AI. At the same time, it is a traffic volume survey using a new method, so do you say purifying, or perform observations with the eyes of conventional people, and confirm that the integrity is consistent as that propulsion. Is the purpose of this demonstration experiment. In this demonstration experiment, I think that LiDAR and camera, drive recorder, and car now have Draleco as standard equipment, but GPS driving data obtained from Draleco, these three types of proposals were received from four companies. We have just investigated the traffic volume by direction and then the vehicle type, and confirmed how much it matches the degradation. First of all, according to the results of a survey using LiDAR technology, LiDAR is a technology that measures the location information of the object based on the information of the reflected light, which irradiates countless laser beams with countless laser light. The purpose of this study is to investigate traffic volume by analyzing the location information of vehicles obtained from LiDAR using AI. Then, next time, it is AI analysis technology using cameras, but this is to investigate traffic volume by analyzing video data obtained from cameras with AI. Please take a look at the video. I'll investigate it like this. In the video data shot, you can see how AI analyzes the movement of vehicles and people running this drive. As with this technology, as well as LiDAR, I forgot a bit earlier, but the survey accuracy is about 90% or more, so this means that we were able to confirm the feasible accuracy for the time being. This technology also makes it possible to visualize the movement path of vehicles at intersections, which were not obtained by conventional methods. At the intersection surveyed this time, we were able to confirm the abnormal trajectory of the vehicle and the presence or absence of abnormal trajectory, such as protruding from the data of the vehicle's driving trajectory to the oncoming lane. Finally, regarding the technology using a drive recorder, there was a proposal from Mitsui Sumitomo Insurance Co., Ltd. That's why it was a proposal to use fire insurance, Draleco, a vehicle contracted with the insurance company, from the company. It was a proposal to measure traffic volume from the GPS measurement data of the vehicle, which has a car insurance with a drive recorder, but how much sample size should be for the current technology depends on technological advances. If the technology leaps, I think that if it progressed, it would have been possible to achieve a small sample size, but unfortunately this time it was not possible to evaluate because the number of samples was not enough in terms of accuracy . It is expected that the accuracy will be improved in the future, so this time we could not evaluate it. To summarize, this is the summary. In this way, LiDAR has a survey accuracy of 95% or more, cameras are about 90% or more, and drive recorders are still developing, so this is the result of this demonstration experiment. In terms of cost, AI analysis of camera images and technology using drive recorders were cheaper than conventional human-based surveys. In this demonstration experiment, we investigated several traffic volume survey methods using the latest digital technology, but we verified it, but as a result of the demonstration experiment, using the latest digital technology, I wonder if we can expect efficiency. In 2025, we will promote the use of ICT for traffic surveys from the next fiscal year. That's all for me.
Policy Administration Bureau Press Manager Yano:
Yes, I would like to ask you a question about this matter. The details of the business will be left with the competent bureau, so I hope you can check it later. As usual, please only check the microphone switch when speaking. First of all, please.
Jiji News Hirono:
It's the current affairs of the secretary company. Thank you very much. Could you tell me your response after the demonstration?
Mayor
Yes. I think these technologies are going on a daily basis. What used to require a lot of human resources until now is a technology that has great potential because such human resources can be omitted. We hope that these technologies will progress steadily in the future, and that they will be used in various societies, including local governments.
Jiji News Hirono:
Thank you very much. It is said that ICT will be promoted from that 7th year, but please tell us about the future development for introduction.
Mayor
Yes. First of all, in 2025, a nationwide traffic volume survey called the Road Traffic Census will be conducted in the fall, so we are considering using it in this survey.
Jiji News Hirono:
Thank you very much. That's all about it.
Policy Administration Bureau Press Manager Yano:
How about each company? Are you sure? Yes, that's all about the question. The secretariat I'll replace it, so please wait a moment.
(2) Collaboration with “CENTRAL MUSIC & ENTERTAINMENT FESTIVAL 2025”
Policy Administration Bureau Press Manager Yano:
Then, the mayor, please.
Mayor
Next, I would like to report on the efforts of the Lively Bureau. First of all, this is the accumulation of music facilities in the coastal area of the city center, which has already been shown to reporters. The accumulation has progressed considerably between 1 km and 2 km, and the total capacity is now up to 65,000. We think that it is one or two districts in the world. This kind of private infrastructure is now gathering. There is one reason for this. The second of the background is that we thought about the migration measures of Yokohama City in this way and worked on this way, but in the past, there was a concert venue and came to the concert venue and returned as it was I think it's normal to do this, but I think there are artists performing this concert and various characters. Utilizing such so-called IP-based ones, create IP content with the organizer, and have them migrate. You can go sightseeing, eat, stroll around the city, and stay at night. Therefore, it is a migration measure to have the city enjoy the area again. I've been thinking about these measures for a long time, and in conjunction with the fact that various music facilities have been concentrated, we have been attracting this IP content more and more, but the achievements are important after all I will come. The private sector also chooses local governments in conducting such festivals and concerts. Local governments are not only our homes, so we have gained a track record from the perspective of which local governments to choose. In FY2023, we have been working on creating results for migration measures in collaboration with 6 IP content and 21 IP content in FY2024. In the future, we would like you to evaluate the past invitation results and such invitation results as Yokohama City, and a new festival will be held in Yokohama, and we want to move on to the next stage I am thinking like that. Speaking of what kind of festival, CENTRAL MUSIC & ENTERTAINMENT FESTIVAL, a festival scheduled for about 100,000 people in the last three days, will be held from April 4 to April 6. Was. The organizer is an organization called the Central Executive Committee, led by the Sony Music Group, which goes to Yokohama for the first time and will be held in Taipei and Kuala Lumpur in the future. We chose Yokohama City as the first such a global festival. I originally planned to do this at K Arena, Red Brick, Zepp, and Mama, but due to the circumstances explained later, we plan to do this at a total of four locations, including the venue in Rinko Park (Seaside Park). It is a story so far that these music facilities are concentrated and that CENTRAL chose Yokohama for the first time after evaluating the achievements of attracting bustle so far. . So far, as a migration measure shown in the illustration earlier, those who came to concerts and festivals use IP content to eat around the city and buy products. I intended to lead to economic effects. Create container photo spots, create photo spots, lit up, and then original sticker campaigns, for example, this is quite popular, for example, last year we distributed more than 70,000 copies, so 70,000 copies, so it seems that there is such a considerable achievement. At the same time, we have been raising fireworks at night, and then citizen participation is important, so many citizens, especially elementary and junior high school people, have junior high school students on stage in the city. I've also been working on it. So, such conventional migration measures will be implemented at this festival, but it is new, as I mentioned earlier, I was planning to do it with red bricks, K Arena and KT Zepp, but I will add Rinko Park (Seaside Park) to the venue to make a migration. So, I would like to do this jointly with the organizer and Yokohama City, and start this time an effort to have them travel strategically here. This is also the private agglomeration of Yokohama City, and the accumulation of music facilities is still important, and in the background of this festival and festival, we added Rinko Park (Seaside Park) to the venue. As for what to do in Rinko Park (Seaside Park), I would like to develop a project in Rinko Park (Seaside Park) in collaboration with festivals at K Arena Yokohama and other venues. Regarding various contents, I think that the contents of the festival are now being packed in various ways by the lively bureau and the organizer. I think this slide is the most important, but it's important. We have set up a busy station so far. And based on the concept of the migration measures I showed earlier, the goal is to have people who came to enjoy Yokohama, eat and drink in Yokohama, buy products, and achieve economically effective. I came. To this end, we will first attract IP content, create a track record for the private sector, measure human flow data, measure consumption trends, and measure accommodation trends. I have accumulated know-how in research and analysis. Of course, the purpose is not to cooperate with this IP content, so starting from this, the purpose and how to moisten economically is important, so the data for that is the local government, well I think that there are many local governments that do such a lively measure, but I think that there are many municipalities that end with it. Rather, it has been a lively bureau for the past two or three years to create a mechanism to properly measure human flow data, consumption trends, and accommodation trends, and to actually make the migration area. I've been working with you. In addition, we have accumulated know-how, so in addition to KT Zepp, Red Brick, K Arena, we have added Rinko Park (Seaside Park) to allow them to travel around the area, so I would like to start quantitative measurement based on accumulated measurements so far. Then, we think that we want to wrestle for further activation of city economy while pushing forward improvement while pushing forward inspection in future. That's all about this.
Policy Administration Bureau Press Manager Yano:
Yes, I'd like to ask you a question about this matter. First of all, please.
Jiji News Hirono:
Thank you for your explanation. Again, please tell us again the aim of cooperating with private events.
Mayor
Yes. I think it's a good thing for the private sector to bring various know-how, and for the private sector to hold festivals, concerts, and events in each local government to have many customers come or enjoy citizens I think. However, if you do something using that tax, you still have to be able to explain to the citizens, so if you think about it, the goal is to create bustle and bring economic effects I think. So, I've been preparing such an approach so far, but this time I want to go to the new next stage, a huge festival will be invited to Yokohama, so use it to further explore the entire area I would like to start creating an event that enjoys Yokohama day and night while having you go around, and to further measure the effects.
Jiji News Hirono:
Thank you very much. That's all.
Policy Administration Bureau Press Manager Yano:
Then, how about each company? Are you sure? Then, the question on this matter is over. The secretariat will be replaced. Just a moment, please.
2.Others
Policy Administration Bureau Press Manager Yano:
Next, let's go to the general question. If you have any questions, please contact us. First of all, please.
Jiji News Hirono:
Thank you very much. I would like to ask you about GREEN x EXPO. Yesterday, there was a request from the Expo Association to increase the cost of building the venue. Please tell me the reception of the mayor first.
Mayor
Although it was said that price hikes were the reason, price hikes have had a significant impact not only on the association but also on citizens, so the association will continue to provide appropriate business management, including cost reduction. I want to ask you.
Jiji News Hirono:
Thank you very much. I think yesterday was the stage of receiving the request, but please tell us your thoughts on future development.
Mayor
Yes, first of all, we are currently confirming the contents of the request, such as the calculation method for price and labor cost increase, and how to control costs, by interviewing the association. In the future, I would like to explain to City Counsil and make a decision as a city.
Jiji News Hirono:
I understand. Thank you very much. That's all.
Policy Administration Bureau Press Manager Yano:
Then, how about each company? Mr. Tokyo.
Tokyo Shimbun Kamiya:
It's Kamiya of the Tokyo Shimbun. In connection with the current exposition, it is said that the operating expenses that will be covered by entrance fee income will be considered again in the future, but the entrance fee itself is a target of more than 10 million paid visitors In fact, there is a little concern if you see the tickets and sales of the Osaka Expo today, but please give us your views on the setting and future operating costs.
Mayor
Yes, I think that the operating cost is decided, and that the entrance fee etc. will be created and decided in conjunction with the operating cost. I understand that the estimation of the number of visitors, which was pointed out earlier at the beginning, was calculated mathematically and statistically based on past expositions. So, I think that this number of 10 million is appropriate for Yokohama City, so the number of visitors will gather firmly and the contents will be sympathized with the citizens. I hope that it will be.
Tokyo Shimbun Kamiya:
Excuse me, could you tell me a little more reason why I think it is reasonable?
Mayor
This is an estimate based on data from past expositions.
Tokyo Shimbun Kamiya:
What exactly is the past?
Policy Administration Bureau Press Manager Yano:
From the competent authority.
Zero Carbon and GREEN×EXPO Promotion Bureau Executive Director Igarashi:
Mr. Igarashi, Director of the GREEN X EXPO Promotion Bureau. It was calculated as a result of analyzing the population of the area, such as past expositions and Lake Hamana Expo.
Tokyo Shimbun Kamiya:
I understand. I think that the times are different or the situation is different in various ways, but is it OK for the city to think that it is appropriate and that it is a number that can attract customers by calculation under it?
Mayor
That point is as I have said in the Council for a long time.
Tokyo Shimbun Kamiya:
I understand.
Policy Administration Bureau Press Manager Yano:
How about other things? Kanagawa Shimbun-sha.
Kanagawa Shimbun-sha Takeda:
This is Takeda of the Kanagawa Shimbun-sha. It is a related part now, but the mayor is also the vice chairman of the association, the top of Yokohama City, and the officers of the association side are also named. I think it's a difficult place because I have both positions. It will rise nearly 10 billion yen due to soaring prices. It is 2.6 billion yen as a burden of city expenses, and about the part that rises, the idea as the top of the city and the position as the vice chairman of the association share roles in what form Do you say, while giving out the trial calculation in the first place, did the mayor be involved in the calculation of the trial as a member of the association? Or if you haven't been involved so much until you received it yesterday, how about that?
Mayor
Yes, first of all, I told you about the amount yesterday. As I answered the first question at the beginning earlier, I have been told that price hikes, which have a major impact on citizens' lives, but it is difficult for citizens, so I will continue to ask for cost reduction. In addition, I think you know that this exposition is an event with great expectations of citizens, especially the local people and locals, but we will continue to gain sympathy from citizens in the future. I would like to ask for a system design.
Kanagawa Shimbun-sha Takeda:
Thank you very much. It's a part of the operating cost, but now it's 36 billion yen, or 24 billion yen? If you divide it in the form of covering it with ticket income, it will be 2,000, the average will be 2,000, and the general ticket fee is estimated to be 3,500 yen in the form of a trial calculation, and the skin feeling, For example, if it exceeds 5,000 yen, I think that the psychological hurdle is quite high, and I think that there are various ways to think now, but now.
Mayor
How much you think is expensive or cheap depends on the person, so I don't think it can be said unconditionally that this is desirable. I think that the operating expenses will be calculated appropriately by the association, so it is not the operating expenses. Is it a ticket income? Regarding ticket income, we believe that admission fees will be calculated appropriately in the future.
Kanagawa Shimbun-sha Takeda:
I understand. And one more point, in Osaka now, the very issue is how to sell tickets. Well, in the form of a World Exposition that does not line up, I was doing a complete reservation system, but it seems that it was a bit confused that it became a ticket on the day because the sales were not good, but in Yokohama now I would like to ask if there is something that is thinking about such a thing now.
Mayor
How about the ticket?
Policy Administration Bureau Press Manager Yano:
The competent authority.
Decarbonization, GREEN × EXPO Promotion Bureau Director Igarashi:
We are aware of the situation at the Osaka Expo, but based on such things, we understand that the association is also considering how to sell well. .
Kanagawa Shimbun-sha Takeda:
The mayor, too.
Mayor
Yes, I think it is necessary to consider an appropriate sales method, so I think it is a major premise that it is easy to purchase and tickets are easy to purchase, so I would like you to consider an appropriate sales method I am thinking.
Kanagawa Shimbun-sha Takeda:
I'm sorry, one more point. It is easy to find, and in Osaka, the electronic system is now completely the first, and it was very difficult for elderly people. So, I think it will be a part where it is easy to find, but such a part is also on paper, for example.
Mayor
I think it is necessary to be easy for all generations to want, so I think the method will be considered in the future, but I would like an appropriate sales method.
Kanagawa Shimbun-sha Takeda:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Asahi.
Asahi Shimbun Yoshinaga:
I'm Yoshinaga of the Asahi Shimbun. Although the topic changes, in a private survey, in the Tokyo metropolitan area version of the city you want to live in, Yokohama won the first place for eight consecutive years, so it was accepted and why it was chosen as the mayor I hope you can tell me where you guess.
Mayor
Yes, it is very encouraging for us to be selected as the first place in the city we want to live in for eight consecutive years. In particular, I am very pleased that it is ranked first by age and in various ways. In addition to the attractiveness of the city itself, it seems that you evaluated child care policies, various bustling policies, and parks, so various policies of such cities contribute to the first place in such a city ranking where you want to live. I am very happy if you contribute.
Asahi Shimbun Yoshinaga:
Thank you very much. It was a story that the city's policy also contributed, but if you have any thoughts on what kind of measures should be taken and what to do as a city in order to continue taking the first place in the future, please.
Mayor
I think it's about taking the needs of citizens first.
Asahi Shimbun Yoshinaga:
Thank you very much.
Policy Administration Bureau Press Manager Yano:
How about other things? Mr. Town News.
Town News Monma:
It's Monma of Town News. Thank you very much. Last Saturday, the symposium of the Designated City Mayors' Association was Tozuka, and I think that it was the significance of legislation of a special city, and that the contents were talked to the citizens again, but this time Furukawa, Minister of Internal Affairs and Communications There was also a scene where the mayor asked directly. After that symposium, I think what kind of things you felt, and I think that the mayor himself went around each ward about special city and explained directly to the citizens. Please tell us again what you need to foster momentum for the special city in the future.
Mayor
Yes, thank you for your question. First of all, I thought it was very grateful that many citizens participated this time. In the future, in order to realize the legislation and increase the options of citizens, we will continue to foster similar momentum as such a city using various means to increase it. I think it should be done. Until now, we have had the opportunity to explain various things in the area, and we also held symposiums this time and last time, and we have increased the opportunities to know that there is such a thing in the special city of citizens so far. I think that it should be steadily increased in the future.
Town News Monma:
Yes, thank you.
Policy Administration Bureau Press Manager Yano:
How about other things? Are you sure? That's the end of the conference. Thank you very much.
