Temporary number [Aoba Ward Office]

About temporary car operation permission (temporary number) (Aoba Ward government office has been digitizing application creation since March 28, 2024.)

Online Pre-Creation Form (External Site) 

※The procedure will not be completed only by creating online pre-creation. Please bring your required documents to Aoba Ward Office at a later date.

We will examine the contents of the online application after the next agency, and if there is no problem, we will give you a temporary number and permit.


※This service is operated by Toyokumo Co., Ltd. based on a service agreement with Yokohama City.

1 Outline of the system

2 Flow of Procedures

The procedure for applying for a temporary number is as follows.

3 About required documents

①To 3 are required in any case, and 4 and 5 are required only if they correspond to the remarks column.

Only originals can be accepted.
Please prepare a valid insurance period during the license period.

②Documents confirming the operating car

Please prepare one of the following. (Copy is possible)

  • Vehicle inspection certificate (Note)
  • Notification of registration identification information, etc. (temporary deletion registration certificate)
  • Preliminary inspection certificate
  • Certificate of registration items, etc.
  • Vehicle inspection certificate return certificate
  • Automobile customs clearance certificate
  • Certificate of conformity with export vehicle inspection standards, etc.

③Confirmation of Address
(driver's license, etc.)

 From October 1, 2024, identity verification will be carried out in the case of corporate application.
 We will come to the counter to confirm the Address and name of the person who will be proceeding, so please prepare identification documents such as a driver's license.

④Number of theft report to the policeOnly necessary if the license plate is stolen.

⑤Both the “Certificate of Relaxing Security Standards” issued by the Director of Transportation and the “Special Vehicle Traffic Certificate” issued by the road manager are original.

Required only for vehicles that have been certified to ease security standards and special vehicle traffic permission.

(Note) Starting in January 2023, electronic vehicle inspection certificate will be issued in place of paper vehicle inspection certificate, with IC tags attached to A6 size cardboard.
If you have an "Electronic vehicle inspection certificate" and wish to borrow a temporary number, you will need to confirm the expiration date, so please present one of the following two items in addition to "Electronic vehicle inspection certificate".
①Present the screen of "Vehicle Inspection App"
 Download the above application in advance, read the electronic vehicle inspection certificate IC tag on your smartphone, and present the application screen to the staff at the counter.
②Presentation of “Automobile Inspection Record Items”
 Please present A4 “Automobile Inspection Record Items” issued at the same time as Electronic vehicle inspection certificate to the staff at the counter.
 For more details on the electronic vehicle inspection certificate and the vehicle inspection browsing application, please visit the electronic vehicle inspection certificate special website (outside site) of the Ministry of Land, Infrastructure, Transport and Tourism.

4. Application forms (The Aoba Ward Office has been digitizing application forms since March 28, 2024.)

 On the day of the service start (Note 1), you can create a tablet with the Aoba Ward Office window or your smartphone.
 In addition, it is also possible to create and submit in advance using your smartphone or personal computer using the "Online Preparatory Form" below (Note 2).
 When using the online pre-created form, please provide the reception number to be notified by e-mail when you bring required documents to the counter on the day of operation (Note 1). We will examine the contents of the online application after the next agency, and if there is no problem, we will give you a temporary number and permit.

 (Note 1) If you do not meet the operation time on the day, such as early morning use, you can apply for the previous day (if the day before the operation is a closed day, the day before the closing day).
 (Note 2) If you use the "Online Pre-Creation Form", if there is no visit to the agency after the receipt date (the day of the temporary operation period), the application details will be canceled. Please note that in that case, you will need to create it again. 

5 Application and Receipt Location

 ※Open Hours: Monday to Friday 8:45 a.m. to 5:00 p.m. (Closed: national holidays, other holidays, and New Year's holidays December 29th-January 3rd)

6 Fees

 750 yen per case
 ※Fees must be paid in cash or electronic money at the counter.
  Electronic money can be used by transportation, WAON, nanaco, and Rakuten Edy. Also, it cannot be used in conjunction with cash or charged.

7 Returns

Return period

・The return period is within 5 days after the expiration of the permission period.
・Failure to return by the deadline may result in imprisonment for up to 6 months or a fine of up to 300,000 yen. [Article 35, Paragraph 6 of the Road Transport Vehicle Act, Article 108 of the same Article]
・If it is not returned or if it is returned in a state of significant damage or damage, you may be required to compensate for the actual cost.
