Target companies
Businesses that have issued industrial waste management slips (paper manifests) must have jurisdiction over the location of the business establishment by June 30 every year, such as the issuance of industrial waste management slips issued during the previous year's one year. Must be submitted to the prefectural governor or mayor of government ordinance (Mayor of Yokohama, etc.).
- Businesses (including construction sites) are located in Yokohama City, and businesses (including intermediate processing companies) that have issued paper manifests within the target period at the business site (including intermediate processing companies) regardless of the number of grants and the amount of emissions , All are eligible.
- However, businesses that have not issued a paper manifest within the target period do not need to report (it is not necessary to report that they have not been issued).
- When using an electronic manifest, the Information Processing Center (Nihon Sangyo Waste Management Promotion Center) collects and reports to the mayor of Yokohama, etc., so there is no need to report directly from the business operator.

About electronic manifest
When using an electronic manifest, the Information Processing Center (Nihon Sangyo Waste Management Promotion Center) collects and reports to the mayor of Yokohama, etc., so there is no need to report directly from the business operator.

- Reporting Period
Please fill in the reporting year (previous year).
Example) When reporting in 2024, it becomes "we submit report about industrial waste management vote of ... 2023." - Reporter
- Fill out Address, name, and Phone number of the business operator who entrusted the disposal of industrial waste and issued the industrial waste management slip.
In the case of a corporation, the reporter will fill in the title and name of the representative, but even if he is not necessarily a representative, if he has the authority to outsource industrial waste treatment, such as a branch manager or factory manager, You can not do it. - seal with a representative seal is not required.
- If a building manager issues a manifest in a tenant building, etc., the building manager will be the reporter regardless of the name of the industrial waste disposal consignment contract.
- Fill out Address, name, and Phone number of the business operator who entrusted the disposal of industrial waste and issued the industrial waste management slip.

- Enter the name, location, and Phone number of the business site that discharged industrial waste.
- If there are multiple establishments such as branches in the city area of Yokohama City, each branch / sales office will be the business establishment, so please submit it for each business establishment.
- If there are multiple short-term construction sites in the Yokohama city area, such as a construction site, put them together as one establishment or fill in the establishments such as the branch in charge.
- Industry
- Please fill in the business category (middle category) in the Japan Standard Industrial Classification. Please refer to the "List of Japan Standard Industrial Classification Large / Medium Classifications (PDF: 85KB)" when filling in.

- Type of industrial waste
- Please fill in according to the classification of industrial waste and specially controlled industrial waste specified in Article 2, Paragraph 4 of the Waste Management Law and Articles 2 and 2-4 of the Waste Management Law Enforcement Order. However, if multiple types of industrial waste are unavoidably mixed, such as those in which electrical products have become waste, treat them as mixed waste. - If the same industrial waste is contracted by a different disposal company, change the line and fill in another line.
- If asbestos-containing industrial waste is contained, please indicate so.
- Emissions (t)
- Enter the unit using "ton (t)". Enter the specific number of “tons (t)” of industrial waste actually outsourced. In addition, please refer to conversion table (PDF: 16KB) of attachment 2 of Ministry of the Environment notice about conversion to "ton (t)".
- Please report the numbers listed in the emissions as the third decimal place (1Kg or more).
- Number of management slips issued
- Enter the type of waste and the number of manifests issued for each trustee. The manifest counts a set including a copy or return slip (A, B2, D, E votes, etc.) as one sheet.
- If a copy of the manifest issued by March 31 (B2, D, E votes, etc.) has not been returned, it will also be eligible. In that case, please include a copy (A vote) in the number of reports.
- Transport trustee
- Please fill in the permission number of the collection and transportation company that entrusted the transportation of the waste (permit number of the loading location), name or name, and the destination Address (location of the “transportation business site” column of the manifest).
- At this time, if you outsource transportation by dividing the sections, make a new line for each section and fill in all the transportation trustees.
- Disposal trustee
- Please fill in the permission number, name or name of the disposal company that entrusted the disposal of the waste, and the Address of the disposal site (the location of the “disposal business site” or “disposal facility” column in the manifest).
- If you outsource to an intermediate processing company, you do not need to fill in only the intermediate processing company and fill out the final disposal company. However, if you have a direct contract with the final disposal contractor without going through an intermediate disposal contractor, you will need to enter the final disposal contractor in the disposal contractor column.
- If the disposal site Address is the same as the destination Address, you do not need to fill out the Address site.
- Reconsignment
Please describe the disposal contractor of the subcontractor who actually collected, transported, or disposed of industrial waste, not the collection / transportation company or disposal company contracted at the beginning, as the transportation trustee or disposal trustee.
Q1. Since the settlement of accounts is closed in December, various slips and data are compiled annually. Can this report be put together?
- A. According to Article 8-27 of the Enforcement Regulations on the Waste Disposal and Public Cleansing Law (hereinafter referred to as the “Waste Disposal Law”), the status of the delivery of manifests issued in the previous year by June 30 every year. It is stipulated that you submit a report.
Q2. A copy of the manifest issued on March 31 of the previous fiscal year has not been returned. Will it be included in this report, or should it be included in the report for the next fiscal year after confirming it?
- A. Since it is a status report such as grants, those that have not yet returned a copy of the manifest (B2, D, E votes, etc.) will be subject to report. In that case, please create a copy based on the copy (A vote).
Q3. Only one manifest was issued in the previous year. Is it necessary to report?
- A. Businesses that issued at least one manifest in the previous year need to report. On the other hand, there is no need to report if no one of the previous year was issued. (It is not necessary to report "No grant".)
Q4. Is it necessary to report if you are using a manifest when you are processing waste in your own company?
- A. Manifests do not need to be issued except when transporting or disposing of industrial waste to others. Therefore, there is no need to issue a manifest in the case of in-house processing, so reporting is not required even if the manifest is applied mutatis mutandis to the processing confirmation.
Q5. Is it necessary to report when bringing it to a disposal site by transporting it in-house? Also, is it necessary to outsource collection and transportation only?
- A. If you outsource the disposal to another person even in your own transportation, you will be issued a manifest, so you need to report it. At this time, it is acceptable to write "In-house transportation" in the collection and transportation company column for reference. Also, if you only outsource collection and transportation to another person, you will need to issue a manifest, so please fill in the transportation destination and report it.
Q6. Is it necessary to report even in the case of outsourcing to those who do not need to issue a manifest?
- A. Manifests are required to be entrusted to those who handle only industrial waste (recycle paper, scrap iron, akibin, and used fiber) exclusively for recycling purposes, or to those who have been certified by the national government. No report is required.
Q7. Is it necessary to report on manifests other than industrial waste?
- A. Business-related general waste management slips, specific household equipment waste management slips, unloaded contaminated soil management slips, etc., have been reported on the completion of treatment on confirmation slips in accordance with the mechanism of manifests and manifests other than industrial waste. No report is required.
Q8. Regarding industrial waste generated by the Company, the head office has concluded a lump-sum contract for disposal of business sites in various parts of Yokohama city. In this case, is it possible for the head office to add up the head office and the business office to report collectively? - A. The head office may prepare a report, but in principle, it is not possible to add multiple business sites to one business site. Please prepare a report for each business site.
- However, if the installation is short-term, such as a construction work site, or if there are two or more business sites where the location is not constant, summarize them into one for each prefecture or city that has jurisdiction over the area of these business sites Submit after. Q14.2 Please tell me how to write the “Type of Industrial Waste” column when discharging waste made of more than one type of material.
- A. For waste made of two or more materials, enter the specific names and types of waste, such as "fluorescent lamp (metal waste, glass, concrete and ceramics waste)" and "dry batteries (metal waste, sludge)".
Q15. Even though multiple industrial wastes are separated at the discharge stage, check multiple types of industrial waste in a single manifest, and if the industrial waste is discharged, how should I fill out the report?
- A. As stated in the manifest, enter all types of waste in the "Type of Industrial Waste" column 1 of the report. In the future, a manifest should be issued for each type of waste (excluding waste made of two or more types of materials).
Q16. How do I fill in if asbestos-containing industrial waste is included?
- A. Fill in " debris (including asbestos-containing industrial waste)" and "waste plastics (including asbestos-containing industrial waste)"
Q17. If the unit of emissions stated in the manifest is other than cubic meters (m3) or ton (t), please tell me how to convert them (~dai, ~ books, etc.).
- A. If you know the weight, such as records when measuring at the actual waste disposal site, please do so. If the volume of loaded waste, such as "one drum and one can", can be estimated, multiply the value by the conversion coefficient of Attachment 2 (PDF: 16KB) of the Ministry of the Environment to calculate the value . If it is difficult to estimate the volume and emissions, calculate the emissions by referring to waste with similar properties.
Q18. How many decimal points should be entered?
- A. The minimum value should be rounded to the third decimal place (kg), and the fourth decimal place should be rounded to the nearest decimal place. However, if it is less than 1 kg, enter "0.001t" (all rounded up to the third decimal place) (eg, 400g → 0.001t).
Q19. Transportation is entrusted (transportation storage) to the disposal site separately for sections. In this case, how should the transport trustee fill in?
- A. If multiple carriers carry out transportation by transshipment storage, etc., fill in all transportation companies for each section. In the "Transportation Trustee" column for the second and subsequent sections of these transshipment storage, enter (section consignment) so that you can see that it is a section consignment. Q20. If the “Address destination” and “Address at the disposal site” are the same, do you fill in the same Address?
