1.On-site inspection (Article 13, Paragraph 1, Paragraph 2 of the Act (outside site))
In order to properly maintain the function and structure of the public sewer and the quality of the effluent from the water reclamation center, we conduct on-site inspections at business sites without prior notice. We will mainly check the following points, so please cooperate with us.
○Status of installation and operation of specified facilities and abatement facilities
○Water quality (water sampling) of sewage at drainage outlets of abatement facilities and business sites
○Results of water quality measurement performed by the company itself (measurement certificate)
○Treatment of waste such as sludge and waste oil (manifest)
○Other matters deemed necessary
2.Orders for improvement, etc. (Article 37-2 of the Act (outside site), Article 38, Paragraph 1 of the Act (outside site))
- For specific business establishments to which direct punishment standards are applied, if it is recognized that there is a risk of eliminating sewage that does not conform to the standards at the time of on-site inspections, etc., improvement of the structure and method of use of specific facilities and suspension of sewage elimination Orders may be issued.
- For business establishments to which the abatement facility installation standards are applied, if sewage that does not conform to the standards is violated, such as eliminating sewage that does not conform to the standards at the time of on-site inspections, etc., supervision should be taken to correct it. We may issue orders based on disposal.
- In any case of 1 or 2, penalties (imprisonment or fine) will be applied if not followed. (Article 45 of the Act (outside site))
- In addition to 1 and 2, we will provide oral and written guidance on improvement.
3.Sewer trunk line survey
In order to supplement on-site inspections at individual business sites, water is collected using sewer trunk lines (large sewer pipes), etc., and water quality tests of drainage flowing from the business site to the water reclamation center are conducted. Water sampling is performed using an automatic water sampling device (photo) that can be sampled unmanned at night and early in the morning as necessary.
As a result of the water quality inspection, if malicious drainage is confirmed, we may ask upstream business sites for on-site inspections and surveys.
