About this system

Purpose of the System

As a result of the revision of the Electricity Business Law in 2000, the principle of competition in power supply has been gradually introduced, making it possible to supply not only general electric utilities but also specific-scale electric utilities (PPS).
However, depending on the power company, there are differences in the carbon dioxide emission factors associated with power generation and the amount of power generated by new energy.
Therefore, in order to promote global warming countermeasures, we will reduce the environmental burden associated with power generation as much as possible in bidding on power supply and demand contracts in Motoichi, and will lead to efforts to reduce carbon dioxide emissions associated with power use. In fiscal 2006, a system has been introduced to guide electric utilities in the direction of supplying environmentally friendly power.

Characteristics of the System

"Law Concerning the Promotion of Contracts Considering the Reduction of Greenhouse Gas Emissions in the National Government, etc. (Act No. 56 of 2007) (hereinafter referred to as the "Environmental Consideration Contract Law") As a result, local governments are also required to promote environmentally friendly contracts, so Yokohama City considers the purpose of the Environmentally Conscious Contract Law and takes into account the degree of environmental contribution to the “Environmentally Friendly Induction” system.

Set four environmental conditions: "carbon dioxide emission factors", "renewable energy introduction status", "power generation ratio due to unused energy", and "environmental contribution" of electric utilities.

Introduction of renewable energy (20 points)Evaluate the status of introduction of renewable energy as defined by the FIT Act.
Power generation ratio from unused energy (20 points)Evaluate the value obtained by dividing the amount of power generated by unused energy such as the use of waste heat from factories used for power generation by the amount of power supplied (kWh).
Environmental contribution (20 points)

For the following four items, evaluate the status of electric utilities' efforts.

  1. Introduction of Environmental Management System
  2. Purchase status of Green Power Certificates
  3. Status of energy conservation efforts
  4. Status of publication of environmental reports

Score evaluation

The total score of each item is 70 points or more, the A rank is 50 points or more and less than 70 points is B rank, and the less than 50 points is C rank.
In addition, if the degree of environmental contribution of 5 points or more is not obtained from fiscal 2008, each rank will be marked "-(minus)" to encourage understanding of Yokohama-type green power bidding and contribution to the environment through its own initiatives.
