Notice
It is expected that windows and applications will be crowded at the end of the fiscal year. If you would like to complete the procedure for prior consultation or construction completion notification within the fiscal year, please submit it by mid-February. In particular, please proceed as soon as possible for properties that require on-site inspection or for properties that are scheduled to be issued a certificate of conformity.
About information of window
- Consultation at the counter should be accepted between 8:45 and 11:30 and 13:00 and 16:30.
- Mondays and Fridays are particularly crowded, so it may take some time from reception to guidance. Also, it's relatively easy between 9 and 10. Please refer to the next agency.
- The person in charge is divided by ward. When you come to the counter, please confirm the enrollment of the person in charge as necessary.
- About procedure of prior consultation of the town development regulations of the welfare and report of completion, we ask for reception at window, but we cope with reception by mail. When submitting by mail, please contact and coordinate with the person in charge in advance and send it.

Procedures for prior consultation
The flow of consultation procedures
After planning, the architects make a blueprint after consulting with the Urban Building Division in advance.
When blueprints are made, please make and submit prior consultation documents such as new construction of designated facilities.
After accepting prior consultation such as designated facility new construction, city area building section examines contents and discusses with building owners.
In the case of non-conformity, we will provide guidance and advice from the Urban Building Division, so please consider changing the design to see if it can be adapted.
When item of conformity or non-conformity is decided, we issue prior consultation end letter of advice from city area building section.
Date of procedure
Prior consultation is required for designated facility maintainers who intend to perform new construction, extension, renovation, change of use, large-scale repair, or large-scale remodeling of designated facilities.

Please bind the following documents to A4 file and prepare 2 copies. (One copy is for duplicates)

(3) Non-conformance response (if there is a non-conforming part)
(4) General Plan
Regarding the notation related to the standard in the drawing, the text size should be at least 9 points and readable.
Also, please attach an enlarged drawing as appropriate.

- If there is a change in the plan after the prior consultation, please consult with the counter first.
- Please contact Health and Social Welfare Bureau Health and Welfare Division (045-671-2387) for consultation and notification regarding facilities such as roads, parks and public transportation (stations, bus terminals, etc.).
About display board
Of designated facilities that meet designated facility maintenance standard, "display board" is issued about building which meets all standard to establish in "display board grant standard (attached table 11)" (PDF: 4,878KB).
If you would like to receive a display board, please consult us when applying for prior consultation.
Facilities that have received the display board should post the "display board" in an easy-to-see place of the facility.
About procedure of notification of construction completion, inspection
The flow of completion procedures
Architects, etc. make construction completion registration form immediately after construction is completed and submit it to the Urban Building Division.
After acceptance, the Urban Building Division will inspect the site or documents.
After the inspection, if it does not conform, the duplicate will be returned. In the case of conformity, we will issue a certificate of conformity to the designated facility maintenance standard.
In the case of conformity and when it conforms to the display board grant standard, a display board will be issued in addition to the designated facility maintenance standard conformity certificate.
Documents to be submitted
Please bind the following documents to A4 file and prepare 2 copies. (One copy is for duplicates)

Take a photo of all maintenance items for each maintenance item and attach it to the A4 size mount.
Please apply a scale (tape, ribbon, etc.) to understand the dimensions when the dimensions are specified.

※When laying a block for guidance on the sidewalk (catch block), it is necessary to submit a “Application for Enforcement Approval of Road Construction” to the road manager. In addition, please receive grant of "notice of passing completion inspection such as road construction" after laying construction.
Buildings subject to completion inspection
In principle, designated facilities that perform completion inspections on site are as follows.
- Of the buildings (PDF: 982KB) of facility divisions 1-29, 36, facilities whose total floor area of the part to be used is scheduled to conform to the designated facility maintenance standards exceeding 1,000 square meters
- Facilities to be issued display boards
Designated facilities other than the above will be inspected by documents based on the notification of construction completion.

About permission of application exclusion by rule of town development regulations Article 24 of the welfare
In Yokohama-shi, based on rule of law (barrier-free law) Article 14 Clause 3 about promotion of smoothness such as movement of elderly person, person with a disability, the following matters are barrier-free law by the town development regulations of welfare And added to the contents of the barrier-free law enforcement order.
- Addition of uses (special specific buildings) of buildings subject to standard compliance obligations
- Reduction of the size of buildings subject to standard compliance obligations
- Strengthening standards for facilitation of building movement, etc.
About matter to add in the regulations, we can exclude application by receiving permission of the mayor in the following cases. (Article 24 of the Ordinance)
- When the elderly, the disabled, etc. find that the facility can be used smoothly without the provisions of the ordinance
- When it is deemed unavoidable due to the form of the building or its site, the structure of the building, the purpose of use, or other reasons.
In addition, permission is provided only on a special basis. Based on the purpose of the ordinance, consider a plan to meet the standards of the ordinance as much as possible.
