A person who intends to participate in a bid must meet all of the following conditions and receive confirmation that he / she is eligible for bid participation.
- Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.

- A person who has multiple network technicians with public qualifications and support desk work experience and has a system that can perform business.
- Acquired the privacy mark established by the Japan Information Economy and Society Promotion Association on January 23, 2020.
