In general, "compliance" seems to be often used in the sense of "legal compliance", but in Yokohama City, "not just complying with laws and regulations, but we will do our best to respond to requests from citizens and society." We have established employee behavior standards (PDF: 265KB), and strive to foster a workplace culture that emphasizes compliance.
