We work on prevention of lonely death and early detection in the event of an emergency by conducting monitoring activities systematically and continuously so that elderly people living alone can live a safe life. In addition to holding daily calls, dinner parties, and health lectures, we are also focusing on initiatives in cooperation with related organizations.

The number of elderly people living alone in Yokohama is increasing at a tremendous speed. Among them, the proportion of people aged 65 and over living alone in Naka Ward is increasing. The rate of aging is relatively advanced in the southern part of Yokohama, but the situation in Naka Ward remains unchanged. The population of Naka Ward is about 150,000, which is not a ward with a large population, but the percentage of elderly people living alone is high. I would be grateful if you could tell me a lot about what you are working on in such a situation. Thank you very much for your attention.
Established to prevent lonely death and create a system for early detection.

Bayside Shinyamashita is home to many elderly people living alone, and lonely death often occurs. It was very difficult to find, and there were cases where it was discovered two and a half months later.
The Bayside Shinyamashita Neighborhood Association Elderly Watching Caretakers Association (hereinafter referred to as the "Watching Caretakers Association") was launched in October 2020 to eliminate lonely death. We conduct "interactions to avoid isolation", "moderate watching", and lectures for living healthy and safe.
Neighborhood AssociationNaka Ward Health and Welfare Division and Elderly and Disabled Support Division are members of the Naka Ward Community Care Plaza, Naka Ward National Council of Social Welfare, Neighborhood Association Health and Welfare Department, and Health Mate.

The local welfare committee members know the elderly, and health activity promotion members also work with the local welfare committee members. In addition, there is a fraternity activity member system in the Geriatrics Association to watch over the elderly. Healthmates also give advice on a little diet. The Naka Ward Guardianship Support Office, Larugo, is an organization where people with disabilities can consult about the future.
Watching caretakers' association participates in 20 people and 1-2 people from cooperating organizations, and a total of 24-5 people participate.
The activities are visualized by recording what they were worried about in their daily involvement in the "watching activity memo". When a lonely death actually occurs, it is necessary to provide the police with information such as "who saw the last" and "who met", so we take such records.
The plenary meeting is held about once every three months at a watch caretaker's association and a cooperating group, and we are examining information exchange, exchange of opinions, and planning of exchange meetings and courses. The exchange meeting is held about four times a year for the purpose of interacting with the elderly living alone and watching over the caretakers' association, building a face-to-face relationship while also serving as lunch, and gaining information such as emergency contact number.
In the workshop, we hold courses to learn about the information necessary for the elderly to live healthy and safe. With the cooperation of healthmates, we also engage in nutrition, oral care, health checks, prevention of fraud damage, heat stroke, food poisoning, influenza, etc.

As an example, the bathroom electricity was left on from evening to morning, so I opened it using a key because it was "this is strange." In addition, a family living in a distant place contacted me saying, "I will not answer the phone." If I didn't keep my key, I thought, "I wonder if I went to a trip somewhere" or "I was hospitalized," and it might have taken some time to discover it. I couldn't confirm without the key, so I thought it was important.
As a future issue, we are currently targeting those living alone over the age of 70, but there are about 50 people living alone under the age of 70. I don't think it's necessary to look at all people living alone, rather than dividing by age of 70 or older. From now on, I think it would be better to look at the whole without distinguishing the age of "elderly living alone". .
In addition, we want elderly people who do not participate in exchange meetings and lectures, including those living in married couples, to be interested, and we are using various opportunities to publicize. .
We believe that in order for elderly people to live with peace of mind, we must carry out monitoring activities throughout the Neighborhood Associations. I think it is necessary to work on "Let's watch over the elderly together" while seizing various opportunities. .

In this watching caretaker's meeting, we are making our own efforts to keep keys, but from your perspective as a member of the local welfare committee, please tell us if you have any questions that you think were good about starting this activity.

Each member of the local welfare committee has a district in charge, but since I am also a resident of Bayside Niiyama, I am now in charge of hope. I knew that I also lived, but I heard from my predecessor that "this district has many elderly people and it is difficult."
I've lived for a long time, so I thought I knew most of it, but I didn't really know the building where I didn't live. I was in charge, and I received a list of people living alone from the ward office over the age of 75, and it was a situation that "I am so much." Under such circumstances, the caretaker's association was launched in the second year in charge. .
When I was in charge of the district, even when I asked for greetings, the reaction seemed to be thin, making it difficult to grasp the whole situation. However, when the Watching Caretakers' Association was established, it became possible to understand what each person had a connection, so by passing it, it was possible to grasp the whole thing I think it became.
Naturally, it is still difficult to cover all buildings, but it is very helpful because it is possible to grasp the situation while sharing information in the watching caretakers' association.

After hearing the words, I felt the wonderfulness of this initiative again. After all, from the standpoint of the members of the local welfare committee, right?

Elderly people are really increasing, and even if you get a list of those living alone, the situation is increasing by about 10 each time. I think it's very difficult to hold it alone and watch it, so it's very easy to do it with a watch caretaker meeting.

I think it was an example that prevented people living alone from being discovered forever.

Before I talked about keeping my keys, I originally lived alone, so I felt that I was in trouble when something happened. That's why I was able to do positive things about depositing keys in itself.
However, even if you leave the key, depending on the location of the room and the structure of the building, it may not be easy to notice something unusual, so I think it is important to have a regular connection while utilizing smartphone apps etc. You. However, there is a problem because you don't necessarily have a smartphone.

Certainly, by connecting with the app, I think that it can be a sign of unusual things, but some people do not have a smartphone in the first place.

I'm thinking about various ways, but I think it's very difficult. I don't think it's just a matter of "I'm okay because I've kept my key", so I'm going to think about it in the future.

When depositing keys, first of all, is the relationship of trust that is naturally born in the same building or in the same Bayside Shinyamashita?

I think that there are both those who leave without hesitation and those who do not.

There are some people who live in the neighborhood. It's about 60% to deposit.

The word "trust relationship" came out several times from the mayor earlier, and I first thought that I wanted to build a trusting relationship with everyone. . If you call out to people who live in the neighborhood from an early age, you can talk about what you are in trouble now and your physical condition. There are also individual visits and word of mouth. There are also posters and circulars. If there is a person who has not come, we make an individual visit and ask and confirm stories such as "I was sick and I couldn't participate."

That's the accumulation of each and every effort. That's why we can make new connections and trust. The more you listen, the more you see that there is not something like a silver bullet, but it is based on your daily efforts.

As a health activity promotion member, do you feel something that has changed the consciousness of the residents of Bayside Shinyamashita and the way people interact with the residents have started activities in the middle of the COVID-19 pandemic?

At first, those who hated being called out, but as they continued to get involved, they gradually began to talk to others. Even during events, it is difficult to communicate with posting, so I try to meet with myself as much as possible and get involved.

I'm still here and the days are short, so I feel like I'm going to keep up with my seniors now.

The more I listen, the more I think it's the accumulation of your daily efforts. With your enthusiasm, I think that these activities and watching activities can be realized just by the desire to improve the area.

I think that it is very difficult just to set up a watching caretaker's association, but since the connection between people is valued, such as daily careful watching and calling out, the activities of the watching caretaker's association are very much I think it's going forward. As a result, if there is an area that wants to start watching in other wards, there are some people who want to listen to the chairman, such as where to work on it and how to watch. Even those who thought it would be impossible to watch for a while, I think there are places where the light was seen a little. Lonely death is a big problem not only in this area but also nationwide, but I think we have a system that can show how to work on it. .

Now, condominiums where many elderly people live in the city are coming to see our efforts. In various Neighborhood Associationss, I think they are thinking about watching over the elderly and what to do with lonely death. I don't think that our efforts are pioneering, but it may be spreading by mouth.
It would be nice to tell you without hiding anything and expand your efforts.

I think it is necessary to expand this wonderful approach and watching consciousness. I don't think there is such a wonderful thing that you can raise your interest in watching activities and expand horizontally in other areas, but since it is based on your daily efforts, I think that there is no silver bullet . However, what kind of efforts do you think will be needed to raise your interest in such watching activities?

There are meetings where local representatives gather and meetings of the Children's Committee for Consumer Affairs, so if you send this second district, then Naka Ward, etc., I think that it will spread to other districts . The condominiums in the ward that I mentioned earlier are under the jurisdiction of Care Plaza, but the operating corporation of Care Plaza is the same. Because of that, care plazas are cooperating with each other, this approach is being transmitted to the other party and is about to spread. At various meetings, if you talk as an example, I think that you can get inquiries from the area you are interested in, and if that happens, you can tell without hiding anything and expand your efforts I hope you can do it.
And personally, I have a feeling that even if something is unhappy, I have to discover it as soon as possible.
