Cooperation on local symbiosis measures in the specific skill system
Given that the number of specified skilled foreigners is expected to increase further, specific skills affiliation institutions have a duty to contribute to the realization of a symbiotic society with foreigners in the region, and support for No. 1 Specified Skilled Foreigners The "Basic Policy on the Operation of System Related to the Status of Residence of Specific Skills" (decided by the Cabinet on December 25, 2018. Based on this, a part of the Ordinance of the Ministry of Specified Skills Standards was revised, and organizations that belong to specific skills were requested by local governments to cooperate with measures implemented to realize a symbiotic society (hereinafter referred to as “symbiotic measures”). In response to the request, it was stipulated that necessary cooperation should be provided in response to the request, and in preparing and implementing a support plan for No. 1 Specified Skilled Foreigners, it was based on symbiosis measures implemented by local governments. .

Overview
Submission of a confirmation of cooperation ※Submission to Yokohama City is required. (It is not a ward office)
The specified skill affiliation organization shall, at any of the following times, accept the municipalities with respect to the specific skill foreigner, from the local government to which the location of the establishment where the foreigner operates and the place of residence belongs. If cooperation is requested for measures, it is necessary to submit a “cooperation confirmation” to provide necessary cooperation in response to the request. Yokohama City will be accepted by electronic application, so please apply in the following application format.

<When a confirmation of cooperation is required>
・When accepting a specified technical foreigner for the first time, after concluding a specific technical employment contract with the foreigner, before applying for a certificate of residence or applying for permission to change the status of residence.
・If you have already accepted a Specified Skilled Foreigner, before the first application for permission to change your status of residence or renew your period of stay for the first time after the enforcement date.

・The cooperation confirmation must be submitted to the location of the establishment where the specified skill foreigner is accepted (or accepted) and each of the municipalities to which the place of residence belongs (both are the same municipalities) If so, submit one copy to the relevant municipality.) 。
・Basically, once the Cooperation Confirmation Form is submitted to the relevant municipality, it is not necessary to resubmit it when accepting other specified skilled foreigners working at the same business site.
・However, if the other specified skill foreigner moves to a different municipality, it is necessary to submit a confirmation of cooperation to the new municipality. In addition, if there is a change in the location or place of residence of a business that accepts a specific skill foreigner, the contact information of the person in charge of the specific skill institution, etc., it is necessary to submit a confirmation of cooperation to the relevant municipalities again there is.

Response to requests for cooperation from local governments
Symbiotic measures implemented by local governments include, for example, various administrative services, rules for transportation and garbage disposal, medical and public health, disaster drill disaster response, local events, Japanese language classes, etc.
If a local government asks for cooperation in symbiotic measures, a specific skill affiliation organization will cooperate if it is a measure necessary for the realization of a symbiotic society and contributes to support for foreigners with specific skills. It will be.

・Those with legal grounds such as ordinances
・Cooperation in questionnaire surveys, interviews, etc.
・Dissemination of various information (administrative services, rules for traffic and garbage disposal, information on medical and public health, disaster drill, disaster response, local events, Japanese language classes, etc.)
(2) Examples of requests for cooperation that are not expected in this initiative
・Those who are forced to participate in local events or seek contributions to local governments, despite the fact that there is no legal basis such as ordinances.
・Requesting cooperation with organizations other than local governments
・Those that have no clear relationship with symbiotic measures or support for foreigners with specific skills
・Those that can be implemented only by local governments, or those that are appropriate to be implemented without the cooperation of the specified skill organization.
・Those that cause an excessive burden on institutions that belong to specific skills and foreigners who have specified skills due to social wisdom.
※The Regional Immigration and Immigration Bureau is a measure necessary for the realization of a symbiotic society from local governments, and contributes to support for foreigners with specific skills, but does not respond to requests for cooperation.
