Yokohama-shi board of elections meeting hearing summary
(Intent)
Article 1 This summary shall determine necessary matters concerning the hearing of the meeting prescribed in Article 7 of the Yokohama City Election Administration Commission Regulations (June 10, 1960, City Election Administration Regulations No. 1). .
(Procedures for hearing, etc.)
Article 2 A person who intends to observe a meeting must submit his / her Address and his / her name in the Yokohama City Election Administration Commission Meeting Hearing Application Form (hereinafter referred to as “Application”) prescribed in the separate form at the reception of the venue where the meeting is held.
2 Application for hearing shall be from 30 minutes before the start of the meeting to 10 minutes before the start of the meeting.
3 In Paragraph 1, when the person who submitted the application exceeds the capacity of the observers specified in the following Article, it will be decided by lottery.
4 Regardless of the provisions of the preceding three paragraphs, those who belong to the news media and who are recognized by the Chairman of the Yokohama City Election Administration Commission (hereinafter referred to as the "chair") shall be able to observe the meeting. .
(Capacity of observers)
Article 3 The capacity of hearing shall be 4 persons. Provided, however, that those approved by the chairperson as set forth in paragraph 4 of the preceding Article shall not be included.
(Those who cannot observe the meeting)
Article 4 The following persons may not observe the meeting.
(1) A person carrying a weapon or other object that could harm others
(2) Those who carry things used for demonstrative activities such as banners, flags, placards, headbands, etc.
(3) A person who is drunk
(4) In addition to the persons listed in item 3 above, those who are deemed to have a risk of obstructing the meeting or hindering the operation of the proceedings

Article 5 The observer must observe the following matters.
(1) The meeting shall be quiet during the meeting, and shall not criticize or express any remarks during the meeting by applause or other means.
(2) Turn off communication devices such as mobile phones and other devices that generate sound.
(3) Do not photograph, record, record, etc. Provided, however, that this shall not apply to persons who have obtained the permission of the Chair.
(4) Do not eat, drink, or smoke.
(5) In addition to what is stipulated in item 4 above, do not disturb the order of the meeting and do not act that hinders the operation of the proceedings.

Article 6 When a meeting is closed, the observer must leave.
(Measures against violations)
Article 7 The chairperson may order the observer who violates this outline to leave.
(2) A person who has been ordered to leave pursuant to the provisions of the preceding paragraph shall leave immediately and shall not be able to observe again on the day.
Others
Article 8 In addition to what is stipulated in this outline, necessary matters concerning hearing shall be determined by the chairperson.
Supplementary Provisions
This outline shall come into effect as of September 1, 2009.
