In Great East Japan Earthquake, elderly people accounted for a majority of victims, and the mortality rate of persons with disabilities is estimated to be about twice the mortality rate of all affected people. This trend is similar to large-scale disasters in the past, and there is an urgent need to strengthen efforts to support advocate in the event of a disaster.
The local community-based community support will play a major role in prompt safety confirmation and evacuation support for advocate. Considering the Great East Japan Earthquake as an example, it takes about three days after the disaster to start full-scale administrative activities, and most of the affected people are helped by neighbors or local people. I am. In order to enhance local disaster prevention capabilities, it is important to create relationships on a daily basis.
