Temporary car operation permission (temporary number)

What is the temporary car operation permission system?

In order for a car to operate on the road, it is necessary to have a car registered and inspected.
Temporary vehicle operation permission is temporary operation only when it is stipulated in the "Road Transport Vehicle Law" when operating an unregistered car or a car whose vehicle inspection certificate has expired. Is what you do.

※It cannot be used for any purpose other than the permitted vehicle, period, route, or purpose.
※If you do not leave, arrive or go through Yokohama City, you will not be able to apply.
※Motorcycles, motorbikes, and small special vehicles of 250cc or less are not subject to temporary operation permission.

Purpose subject to permission

It can be permitted only for the operation purpose specified in the "Road Transport Vehicle Law". This is one loan for the first time.

  • When operating to the Transportation Bureau for new registration or continuous inspection
  • When a sales business is forwarded for the purpose of sales
  • When operating to the Transportation Bureau to receive a reissue of a stolen license plate.

How to apply

Date of application acceptance

As a general rule, the day of operation of the car.
However, if the operation time is not in time on the day, such as early morning use, the day before (if the day before the operation is a closed day, the day before the closing day).

What is required for application

  1. Original automobile liability insurance card (insurance period is valid during the permitted period)
  2. Documents confirming the operating car (one of them). Copy is possible.
    • Vehicle inspection certificate
    • Temporary deletion registration certificate
    • Preliminary inspection certificate
    • Certificate of registration items, etc.
    • Certificate of Transfer
    • Vehicle inspection certificate return certificate
    • Automobile customs clearance certificate
    • Certificate of conformity with export vehicle inspection standards, etc.
  3. Confirmation of Address (driver's license, etc.)
  4. If the license plate is stolen, the theft report receipt number to the police.
  5. For vehicles that have been granted security standards mitigation certification and special vehicle traffic permission, both the “Certificate of Security Standards Relaxation” issued by the Director of Transportation and the “Special Vehicle Traffic Certificate” issued by the road manager are original.

750 yen per case
※Fees must be paid in cash or electronic money at the counter.
 Electronic money can be used by transportation, WAON, nanaco, and Rakuten Edy. Also, you cannot pay or charge in conjunction with cash or certificate stamp.

Please fill in the application form with the departure place (municipal name), transit place, and destination (municipal name).
It is not possible to operate outside the permitted route.

Judging the route and purpose of the operation, it will be the minimum number of days required within 5 days from the application date. (Services to Kanagawa, Tokyo, Chiba, Saitama, and Shizuoka prefectures are based within 3 days including the application date.)

  1. Temporary operation permit
  2. Number plate (license plate)

※Please prepare your own bolts and wires to attach the number plate (license plate).

Return method

  • After the end of the service purpose, please return the permit and number plate (license plate) to the ward office that received the permission immediately. The statutory deadline is within 5 days after the expiration of the license period. If you do not return it within the deadline, you may be punished by the Road Transport Vehicle Law.
  • When returning, please remove the dirt on the number plate (license plate) well before returning it.

Notes

Please be careful not to lose (theft) your permit and number plate (license plate). In case of loss (theft), please notify the relevant police department and contact General Affairs Division General Affairs Section (Phone number: 045-800-2312).
