Future security measures are measures that have been promoted since fiscal 2009 as a qualitative shift in the “Home Handicapped Allowance”.
The "Home Handicapped Allowance" is a system created in 1973 when there were almost no home welfare services for people with disabilities. Over the course of more than 30 years, home-based welfare services have been enhanced, including the establishment of Disability Basic Pension, group homes, community workshops, neighborhood homes, and home help.
Based on these changes, the Yokohama City Disability Measures Promotion Council, where people with disabilities, their families, academics, etc. participate, discusses the ideal way of allowance for the physically and mentally handicapped at home, and conducts needs surveys etc. Was. As a result, many people with disabilities and their families are urgently demanding benefits to be paid to individuals, such as "safety of life after the death of parents", "responding to the aging and severeness of persons with disabilities", " It was confirmed that it should be converted to necessary measures such as "fine correspondence for life". "
In response to these voices, the city abolished the allowance for the physically and mentally handicapped at home, utilized its financial resources, and implemented measures compiled as "future security measures" as an indication of awareness of issues that are particularly important and urgent. I decided to switch. These measures have been specified in the 2nd Yokohama City Disability Plan and have been working on them. In the next 3rd Yokohama City Plan for Persons with Disabilities, we have supported the local life of people with disabilities by taking the concept as a basic viewpoint of the entire disability welfare measure and developing various measures. I believe that the underlying thinking is very important and universal.
On top of that, considering focusing on the person himself, it is the same as a person without a disability, and "living like oneself by one's own will" while the family is alive for the family of a person with a disability It can also be considered that it may lead to "safety of life after the death of a parent." In response to changes in the times, we will work on various businesses so as not to lose sight of the essence of "future security measures".
