What is support for Japanese nationals remaining in China?
The Japanese who remained in China and Karafuto were separated from their immediate family in the post-war turmoil, forced to remain abroad, and had many years of hardship. When I finally returned to Japan, I was older and middle-aged and older, so I couldn't receive Japanese education, there was a great difficulty in learning Japanese, and I couldn't get a stable job. . Also, during the period of high economic growth after the war, he was abroad, and unlike other Japanese, he could not benefit from it. For this reason, I worked hard even after returning to Japan, but I was unable to prepare for retirement, and many people rely on social security to live, and there were people who were not able to get into the community because of language difficulties.
Under such circumstances, in order to implement new support measures for Chinese nationals remaining in China, the "Act on Partial Revision of the Act on Promotion of Smooth Return of Japanese Residents in China and Support for Independence after Returning to Permanent Residence" (Act No. 127 of 2007) was enacted, and the "Support Benefit System for Chinese Residents in China" was started.
Along with this, we will provide “full payment of basic retirement pensions” and “payment of support benefits” to Chinese residual Japanese (including those who remain in Karafuto) who have returned permanently to Japan. By doing so, we will support the stability of our lives.
About full payment of old age basic pension
The government will provide a lump-sum payment to Chinese nationals who meet all of the following requirements, and will allow the government to pay the unpaid portion of National Pension Plan (Kokumin Nenkin)'s insurance premiums on behalf of Chinese nationals who remain in China to receive a full retirement age pension. If the premium has already been contributed, the amount will be paid as a lump sum to Chinese nationals remaining in China.
- Those born after April 2, 1911
- Those born before December 31, 1946 (those born after January 1, 1947 and born by December 31, 1946)
Includes those who are 60 years or older recognized by the Minister of Health, Labor and Welfare as those who are in circumstances equivalent to Chinese residual Japanese who have returned to permanent residence. ) - Those who have Address in Japan for more than one year from the date of return to permanent residence
- Those who have returned to permanent residence for the first time after April 1, 1961
It is necessary to apply to the Ministry of Health, Labour and Welfare for the full payment of the basic retirement pension.
