Workplace introduction by staff
Health and Welfare Center Health Sanitation Division Food Sanitation Section
Joined the agency in 2018 (Major: Agricultural Chemicals)
Business description
We conduct permission surveys and monitoring guidance for food-related facilities such as restaurants and lunch facilities. In the event of food poisoning or infectious disease, we will investigate patients and facilities in cooperation with the central government office and the ward's infectious disease charge, investigate the cause and work to prevent recurrence. In addition, there are many festivals held mainly by the ward office and the community in the ward, and there are many opportunities to give advice on hygiene. Through my work, I feel that I have been able to contribute to the holding of events where citizens can participate with peace of mind.
Combining ease of living and private life
We use short-term work to raise children, but there are many staff around us who have both home and work, and when we are busy, we can talk to nature from around us, so we can balance with peace of mind. During maternity and childcare leave, we are able to receive training to return online, and utilize the work styles of senior staff who have learned there. In Yokohama City, as one of the DX initiatives, you can check the work schedule etc. from your home, so you can smoothly adjust the schedule for children and take over when you have to take a break suddenly.
An unforgettable job
Before joining the agency, I was engaged in food inspection work at a private company, but I wanted to work directly with people and joined Yokohama City. The ward office has many opportunities to talk directly to citizens about food hygiene. We held a hand-washing class for children, and Mr. Gojitsu taught me the songs used for explanations, "Children like and sing repeatedly." It remains in my heart that I felt that what I taught was transmitted to the children.
Health and Welfare Center Health Sanitation Division Environmental Sanitation Section
Joined the agency in 2018 (major: medical hygiene)
Business description
I am mainly responsible for environmental hygiene, which provides permission and supervision of business facilities such as beauty salons, barbers, hotels, and public bath, and animal welfare management services such as registration of dogs and consultation on breeding of dogs and cats. I often drive a car to sales facilities, etc., and when I joined the agency, I was worried because of a paper driver, but I gradually lost my anxiety by driving while receiving advice from my seniors from the passenger seat. Naka Ward can experience more permitting and on-site inspections of large-scale facilities compared to other wards.
Motivation, the charm of Yokohama
I wanted to protect clothing, food and shelter, which is indispensable for living, from the viewpoint of hygiene, and to be attracted to the work of a sanitary guard who supports a life where everyone can live with peace of mind. In Naka Ward, we conducted on-site inspections of large passenger ships and large hotels, and were able to monitor events nationwide. Because the number of related facilities and the content of consultation vary depending on the ward, it is also attractive that you can experience various things depending on the section.
Work with a sense of accomplishment
When we were consulted that a rat had occurred in the garbage storage area of the apartment, we conducted a field survey and told the condominium management company that improvements were needed along with the situation. Initially, the management company's response was reluctant, but when we explained specific improvement measures to the current situation and the effects obtained, the garbage storage area was renewed and there was no rat. The consultant also appreciated the response of the management company and Health Sanitation Division. It's hard to work on persistently, but when you get results, you have a sense of accomplishment.

Joined the agency in 2020 (Major: Applied Biology)

We develop a business plan for the entire Yokohama City regarding food hygiene, coordinate the duties performed by each ward office, and manage the overall progress. Specifically, I am in charge of food sampling inspections conducted by the ward office, coordination of on-site inspections of elementary schools and social welfare facilities, and operations related to the establishment and introduction of HACCP for food handling facilities. If a violation food is found as a result of a sampling inspection or on-site inspection, we cooperate with other departments in the city hall, other local governments and related ministries and agencies.
Central government office operations and on-site operations
Citizen correspondence by window and telephone and company correspondence that we experienced in ward office of the previous workplace are useful when planning and coordinating the city as a whole, and managing the progress of ward office duties. In addition, by experiencing the business of the central government office, I was able to understand the background and formation of each business. Both the ward office and the central government office may experience in future careers, but the safety of Yokohama citizens from the perspective of experiencing both.•I would like to protect safety from the viewpoint of hygiene.
Health Sanitation Division City Hall (Head Office) Medical Care Bureau Health and Safety Department
Joined the agency in 2012 (Major: Applied Biochemistry)
Business description
In section, we perform plan, progress management of business of the whole city about environmental hygiene, supervision of each ward office duties, coordination with other departments. Among them, work related to the hygiene management of the receiving tank, which is a facility for storing drinking water installed in buildings, work related to permission to use hot springs based on the Hot Spring Law, and notification of the housing accommodation business (so-called private lodging) We are accepting and on-site inspections. In addition, for the staff of each ward office, we also plan and hold training to acquire business knowledge.
About taking childcare leave for men
There was an atmosphere where it was easy to take childcare leave regardless of gender, and the chief of the time and the staff around me were willing to send them out, so I took childcare leave for 10 months and enjoyed housework and childcare. I am glad to see the rapid growth process of every day immediately after birth. Even after returning to work, I am actively involved in childcare and value my time with my children. I also understand the workplace in utilizing the flex system for pick-up and drop-off at nursery schools and taking vacations, and I feel that an environment where it is easy to raise children is in place.
City Hall (Head Office) Medical Care Bureau Health and Safety Department Health and Safety Division
Joined the agency in 2017 (Major: Pharmaceutical Sciences)
Business description
Mainly food poisoning. We are engaged in dealing with infectious diseases. In the event of suspected food poisoning or infectious disease, we hold meetings based on the results of field surveys at the ward office and provide advice as necessary. . In addition, when other local governments are involved, the Health and Safety Division serves as a bridge, coordinates survey requests and results reports, and works to identify sources and prevent the spread of infectious diseases. In addition to responding to food poisoning and infectious diseases, we also conduct activities to strengthen Yokohama's ability to respond to infectious diseases, such as holding training sessions and conducting various survey projects.
Food hygiene and environmental hygiene
Until now, each of the two ward offices has been engaged in environmental hygiene and food hygiene for three years. Although each of the two tasks has its own characteristics, I felt that the fundamental way of working on licensing and monitoring guidance, which are duties to protect the sanitary lives of citizens, did not change. In addition, by experiencing a wide range of duties, such as on-site work at the ward office and work at the central government office, which is the current workplace, I was able to notice the value and attractiveness of each work, and I feel that it has led to my own growth .
Medical Care Bureau Home Food Sanitation Laboratory
Joined the agency in 2020 (Major: Pharmaceutical Sciences)
Business description
At the Food Sanitation Laboratory in the Central Wholesale Market in Kanagawa Ward, we conduct monitoring and inspection of products on the market, permit approval and approval of sales facilities in the market, and provide hygiene education. In the inspection work, we are in charge of physics and chemical inspections, inspect food additives, pesticide residues, shellfish poisons, etc., and strive to ensure food safety by eliminating offending foods and preventing food poisoning. In addition to the former southern market in Kanazawa Ward, we can carry out a wide range of operations, including early morning monitoring by staying at the office from the previous day and monitoring of annual market festivals.
Support system (workplace, training system)
The workplace is an easy-to-consult atmosphere, and seniors will carefully teach you about inspection work. We value not only the colleagues at the current workplace, but also the horizontal connections with colleagues at the previous workplace and colleagues at the same time, and build relationships where we can consult with each other. In Yokohama City, training is enriched, and in addition to training tailored to careers such as training for newly hired staff for hygiene observers and training for third and sixth years, there is also training necessary for practical use such as personal computer skills. There is a support system. You can also participate in training for local government officials nationwide sponsored by the government. The other day, I also participated in a four-day training program and learned the latest knowledge of inspection work.
Medical Care Bureau Animal Protection Center
2022 Admission to the Agency (Major: Veterinary Medicine)
Business description
In my previous job, I was engaged in medical treatment as veterinarian, and joined Yokohama for the recruitment of working adults. Currently, in addition to breeding management and transfer of animals to be protected and housed, surgery such as infertility, dealing with multi-headed breeding issues, holding citizen seminars such as discipline classes, etc. Engaged in enlightenment work. We are taking advantage of our expertise as veterinarian and experience in medical treatment at our previous job. At seminars and other occasions, we raise awareness while thinking about what Yokohama City should send out.
Good workplace atmosphere and ease of work
The workplace is very peaceful and well-ventilated, so we can easily share information and consult with colleagues and bosses, share ideas with each other, and work while communicating. In addition, multiple people at the workplace have acquired shorter working hours for childcare, etc., so I think it is an environment where it is easy to support each other. Thanks to the substantial system, we have created a way of working that makes it easy to balance work and private life, such as enjoying hobbies on holidays and participating in children's weekday events.
Medical Care Bureau Meat Sanitation Laboratory
2022 Admission to the Agency (Major: Veterinary Medicine)
Business description
At the Meat Sanitation Laboratory, we conduct a “slaughter inspection” to check the condition of cattle and pigs one by one. We conduct daily inspections so that cattle and pigs with illness are not distributed as meat. If a more precise inspection is required, a detailed inspection is performed in the laboratory. I am in charge of microbial testing and inspect whether meat in the meat market or in distributors is contaminated with bacteria. In addition to inspections, we also provide monitoring and guidance by poultry processing companies and hygiene guidance on the HACCP system in slaughterhouses.
Impressions after joining the agency
I was surprised that there were few tasks that could be completed only with documents, and there were many tasks that needed to go to the site and investigate various things on my own. From the first year, I feel that it is necessary to work with a sense of responsibility to determine whether or not meat is safe. Since rugged judgments are disadvantageous to businesses and citizens, we always conduct inspections with a sense of grounds. It's often difficult, but if you don't understand, you can listen immediately, so I'm able to work with peace of mind every day.
Reality of Yokohama City Hygiene Monitor
In Yokohama City, about 300 hygiene observers are currently working daily to protect the health of citizens. I asked senior staff about what the appeal of the hygiene observer in Yokohama City is, the rewarding feeling through work, the balance between work and private care that I care about, and what I value as a hygiene observer.
Q1. Why did you decide to take Yokohama City (hygiene monitor)?
I learned that I was qualified as a food hygiene observer at university and started investigating hygiene observers. Although there are recruitment of hygiene observers in other cities, in particular, Yokohama City felt that it was attractive to be able to experience various tasks because it was able to experience a wide range of tasks with food, environment, and animals, and there were transfers. .
I learned in a university lecture that after graduating from my undergraduate school, I could qualify as a food hygiene observer. Since I'm from Yokohama, I think of Yokohama City's civil servants who can contribute to the familiar land as an option, and Yokohama City is only assigned to the city even if there is a personnel change, so I think it is good that it is easy to make a life plan .
I wanted to be involved in animal-related work for the Department of Veterinary Medicine, and among them, public servants took the exam because they thought that they could widely educate businesses and owners about proper breeding. The motivation was animal-related work, but I thought it would be good to be able to work to protect the health of citizens in a wide range of fields, such as food hygiene and environmental hygiene. .
Q2. Do you use what you have learned at university for your work? Is the work different from the image before joining the agency?
Because I am from the Faculty of Nutrition, there are situations where I can make use of the knowledge of food hygiene learned there in my work. I was surprised that the work was much more related to people (citizens and businesses) than the image before joining the agency. .
I rarely make the most of what I have learned, but I feel that it has been able to be used as a foundation for deepening my business knowledge. When I joined the agency, it was the timing when the COVID-19 began to spread, so I was impressed that there was a lot of work dealing with infectious diseases at that time.
When I was involved in animal-related work, I was often connected to people, and I felt that there was a need for how to interact with people and communication skills. Public servants have the image of having many desk work, but there are many opportunities to go outside by monitoring facilities, etc., and there are many opportunities to move by driving a car.
Q3. What kind of atmosphere is your workplace?
A workplace with an atmosphere where it is easy to consult with seniors and bosses. Even in an unfamiliar environment, the surroundings provide generous support, so I can work with peace of mind. I have been able to communicate not only with Food Sanitation Section, but also with the staff of Environmental Sanitation Section, which I am assigned to, so I feel that I have established a relationship that facilitates smooth cooperation.
The Medical Care Bureau Food and Hygiene Division is a large number of workplaces, but we have strong connections with staff and have good relationships. As a responsible job, we strive to create an atmosphere that makes it easier for staff to speak with confidence regardless of years of experience.
Q4. What is the work that has left an impression on you?
We monitored events of large-scale commercial facilities. When I visited again as a user, I felt that what I taught was being used and saw how other users enjoyed it, so I supported this space from the back I was able to realize.
This is because we have created a video about pet disaster countermeasures. It was a very good experience to have the local people cooperate and complete it with calibration many times. When you hear that video is played at the ward office window or used at the time of explanation, you feel that it has helped raise awareness.
In the recruitment project, we created a recruitment brochure called "Progress." I had the experience of shaping the business with members from 18 wards, bureaus and various workplaces. There are various projects in Yokohama, and it is interesting to be able to engage with staff outside of their own workplace.
Q5. What is the balance between work and private life (work-life balance)?
We take a break while coordinating between staff, valuing the awareness that the organization is responding to work. In addition, we have been able to leave the office on a regular basis except during emergency response, so we have time and timing to enjoy our hobbies.
Depending on the workplace and time of year, there are times when you are busy, but we take a break in consideration of the circumstances of each person. Time rest is also convenient, and you can take a rest for about 2 hours on business trips that can only be done on weekdays or go to the hospital and return to work.
After the child is born, I have to finish work early and return! I became stronger, and I could only see my sleeping face if I don't go home early.…I also had a valuable experience of facing children all day when taking childcare leave. . Yokohama City aims to achieve a 100% male childcare leave acquisition rate, and it is also attractive that childcare leave systems are easy to use.
Q6. Please give a message to the future hygiene observer!
I think a hygiene observer is a job that is not very familiar, but I would be glad if you read this pamphlet and get interested or feel something green. I'm looking forward to working with you.
Each of the 18 wards of Yokohama has different characteristics, and you can improve your skills by accumulating various experiences through transfers. Let's do our best together as a hygiene observer in Yokohama.
The work of hygiene observers is diverse, so I don't know where and what experience will be used. I would like to have a variety of experiences while having fun both in school and in private life. I'm looking forward to working with you as a member of Team Yokohama.
There are many faculties to be hired in Yokohama City, so people with a wide variety of backgrounds work. A workplace in such an environment where such people learn from each other and support each other and enhance each other. I look forward to taking advantage of your strengths and playing an active part in Yokohama City.
System for Human Resource Development
An environment where people can work and grow with peace of mind
After recruitment, there is a system to provide support mainly by trainers (newly hired staff and senior staff in charge of training staff for the first term), so that you can work while consulting on how to proceed with work and questions and concerns. In addition, the entire workplace has a system to back up newly hired staff.
After experiencing a wide range of tasks, there are ways to aim for a responsible position (manager) and ways to further enhance the specialty of food hygiene and environmental hygiene as a staff member.
Improvement of knowledge and skills
In addition to training to acquire the basic skills necessary for administrative staff and to be aware of being a public servant, we also conduct nomination training and practical training according to years of experience and position. There are plenty of opportunities to enhance specialized knowledge and skills as a hygiene supervisor.
In addition, we have a system to support career development and skill improvement, such as the use of tools that can objectively grasp one's strengths and weaknesses, and a support system for acquiring national qualifications.
Human Resource Development Vision
Yokohama City has formulated the “Yokohama City Human Resource Development Vision” with the view that “human resources are the most important management resources,” and is promoting human resource development for staff using this as a basic guideline. For hygiene observers, we have further formulated the “Specialized Field Human Resource Development Vision Professional Version (Hygiene Monitor Version)”, and based on this, we will promote effective and systematic development in which each employee can realize growth while enhancing their professional skills. I am promoting it.
