The Board of Education is an executive body independent of the mayor, established to maintain the political neutrality of education and promote school education and lifelong learning.

The Superintendent of Education shall be appointed by the mayor with the consent of City Counsil from among those who are noble and have insight into educational administration, among those who are noble and have insight into education, science and culture. The Deputy Superintendent of Duty shall perform the duties of the Superintendent if the Superintendent is unable to perform his duties or if the Superintendent is missing. The Deputy Director of Education shall be appointed by the Director of Education.
