In November 2000, the "Law Concerning the Promotion of Smooth Movement Using Public Transport for Elderly and Disabled Persons (commonly known as the Traffic Barrier-Free Law)" was enforced.
In response to this, Yokohama City has formulated a basic concept for traffic barrier-free around Tsurumi Station, which is located in the center of Tsurumi Ward and is home to business, commerce, public facilities, welfare and medical facilities.
In order to realize this basic concept, Road and Highway Bureau has formulated a road-specific business plan that defines the business content and business period. In the future, we will implement road projects based on this plan.
The Traffic Barrier-Free Law is designed to reduce the burden on the body associated with traveling using public transportation such as the elderly and the physically handicapped, and to improve the convenience and safety of the movement. We promote barrier-free by two pillars of "barrier-free of vehicles" and "barrier-free of priority maintenance areas".
Tsurumi district consisting of citizens such as academics, the elderly, disabled people, related businesses, administrative organizations, etc., in order to promote barrier-free access to priority maintenance areas, which are one of the pillars of them, the Tsurumi district subcommittees, etc. The basic concept was formulated after repeated examination by such groups.
In addition, based on around Tsurumi Station district road specific business plan (= business plan of road which Yokohama-shi manages) which we devised along this basic design, we carry out business by 2010.
The following are the priority maintenance areas in the area around Tsurumi Station and the routes to make barrier-free.
The priority maintenance area is a district where major facilities such as public facilities and welfare facilities are located within a range of approximately 500m (walking area) centered on passenger facilities such as railway stations where a considerable number of users are located.・ It is an area where barrier-free is implemented integrally.
Priority maintenance areas include the triangular intersection on the Kitakata side from JR Tsurumi Station, the Tsurumi Post Office on the east side, the Sojiji Crossing on the south side, and Toyooka Street on the west side.
There are three routes for barrier-free: specific routes, semi-specific routes, and routes that are consistent with specific routes and implemented.
・As a general rule, specific routes are routes that carry out maintenance along standards based on the Traffic Barrier-Free Law by 2010, or at this stage, maintenance based on the Yokohama City Welfare Town Development Ordinance is being carried out, It is a route that does not particularly hinder the smooth movement of people with disabilities.
・The semi-specific route is a route that captures repair opportunities, etc., for issues, and works on maintenance for barrier-free.
・Routes that are consistent with specific routes and are implemented are routes that complement smooth movement by maintaining them together with specific routes.
In the priority maintenance districts stipulated in the basic design, "sections of roads" in which road managers carry out road specific projects in accordance with the basic design, "contents and scheduled implementation period" of road specific projects to be implemented for each section And "important matters to be considered" when implementing other road specific projects.

Setting the maintenance level
In order to realize barrier-free priority and integrally by 2010, we will carry out maintenance by repairs for places where barrier-free can be achieved by partial improvement of sidewalks.

Maintenance standards
We carry out maintenance based on road movement facilitation maintenance guidelines. The main maintenance standards are "the effective width of the sidewalk should be 2m or more", "the pavement material should be flat, non-slip, and well-drained", "the longitudinal slope of the sidewalk should be 5% or less", "The pedestrian crossing gradient should be 1% or less", "the flat part is provided at the connection of the pedestrian crossing", and "the pedestrian crossing is a yellow step connected to the pedestrian crossing".

○As abandoned bicycle measures, we devise "measures business guidelines such as Yokohama-shi bicycles" to examine role allotment such as administration, citizen, railway company.
○As a countermeasure against leaving obstacles on the block for guiding visually impaired people, we will work on enlightenment activities such as laying PR sheets on the guide block.
