The purpose is to promote the sound development of agriculture and contribute to the rational use of national land resources by taking measures to systematically promote necessary measures for the maintenance of the area in areas recognized. .

１．The Minister of Agriculture, Forestry and Fisheries listens to the opinions of the Council on Food and Agriculture and Rural Policy and formulates basic guidelines on securing agricultural land.
２．The prefectural governor discusses with the Minister of Agriculture, Forestry and Fisheries, establishes a basic policy for agricultural promotion area maintenance based on the basic guidelines, and designates agricultural promotion areas.
３．Municipalities that have been designated as agricultural promotion areas will consult with the prefectural governor and establish an agricultural promotion area maintenance plan.

１．Regular changes

２．Change from time to time
　　Changes to be made due to reasons other than regular changes (such as changes in the basic policy for agricultural promotion area maintenance conducted by the prefecture). About twice a year.
