City Counsil is the representative of citizens who are elected by citizens and the cornerstone of self-government.
In the Constitution of Japan, as a system of local governments, residents directly elect the members and heads of parliament, respectively, and have a dual representation system consisting of a council as a parliamentary body and a head as an executive body. It is required that the president and the chief respect each other from an independent and equal standpoint, maintain control and balance, make use of their respective characteristics and play their roles appropriately.
In recent years, the shift to a decentralized society has been promoted in order to realize citizen autonomy determined by the local community. In Yokohama City, the basic local government with the largest population in Japan, many municipal issues, including issues unique to large cities, are becoming more sophisticated and complex. Under such circumstances, as a parliament of a large city with many powers and responsibilities, Yokohama City Council must maximize its functions.
As a representative of citizens, City Counsil strives to understand the diverse needs of citizens, promote and develop municipal administration, and make citizens' lives even richer and more moist.
*By convention, the Yokohama City Council uses the term "City Counsil".
