Voting Rights
When deciding the budget for a business conducted by the city, when enacting or revising ordinances, or when trying to make a contract more than a certain amount, the mayor needs to obtain a resolution of City Counsil. The authority to make a decision in this way is called voting rights, and matters that require a decision (voting case) are stipulated by the Local Autonomy Law.
The voting rights are the most essential authority of City Counsil, and City Counsil is said to be the voting body.
Right to vote
Elections of the Chairman, Vice-Chair and Election Commissioner of the City Counsil are supposed to belong to the authority of the City Counsil under the Local Government Act, and these elections are held.
Inspection rights and audit request rights
City Counsil can inspect the situation by censoring documents and statements related to city affairs. In addition, if necessary, the Audit Committee will request an audit and receive a report. In this way, the Local Autonomy Law stipulates the authority to monitor whether the administrative management of the city or the receipt and payment of money are performed fairly and efficiently.
If there is any unfair fact, you can take measures against the executive body.
Right to investigate
Because it is stipulated in Article 100 of the Local Autonomy Law, it is called the "Hundred Article Investigation Right", and it is the authority to conduct an independent investigation of municipal administration in general by City Counsil.
Investigations are enforceable and can require the appearance, testimony, submission of records, etc. of related parties, and those who refuse without justifiable reason are subject to punishment.
Right of consent
It is the authority to give consent when the mayor appoints deputy mayor, board of education committee member or personnel committee member.
These appointments, particularly important, require the resolution of the City Counsil.
Right to submit a written opinion
Even if it is not originally a city job, submit a written opinion to the relevant administrative agencies such as the Diet and the national and prefectural governments, and express their intentions and opinions as City Counsil regarding matters deeply related to the city. I can do it.
City Counsil accepts requests for municipal administration, etc. through documents called petition and petition. Petitions and petitions referred to the relevant committees will be carefully reviewed.
Autonomous rights
It is the authority to voluntarily establish issues within the City Counsil, without interference from the state or mayor, such as by enacting rules to facilitate meetings.
