In order to remove obstacles to the living environment in conservation in landfill, industrial waste established by Sanko Co., Ltd. in Shinano-cho, Totsuka-ku, effective February 15, 2008, the Minister of the Environment agreed on the implementation plan of the "Project to Remove Specific Obstacles Related to landfill, Shinanocho, Totsuka-ku" on February 15, 2008.
Since some of the plan targets have not been achieved, we will receive the consent of the Minister of the Environment on March 26, 2018, and continue our business until FY2022.

In preparing an implementation plan for projects such as the removal of specific obstacles, a verification committee and a technical review committee were set up by experts such as academic experts, and based on the opinions of both committees, measures to prevent recurrence and construction plans for countermeasures. 1) Measures to prevent the spread of groundwater contamination

By eliminating sewage in the disposal site, we will remove pollution sources and control the leakage of sewage. In addition, wells are installed at groundwater contamination points to prevent the spread of contamination by pumping up and removing contaminated groundwater.

2) Measures to prevent the collapse of piled waste

After installing earth retaining, etc. (deep foundation wall), the steep slope is shaped into a stable slope to prevent waste from collapsing outside the site. In addition, the soil is covered with the waste after shaping to prevent the scattering and outflow of waste.

3) Schedule

In 2008, we started installation work for pumping wells for sewage, etc., installation work for retaining walls in 2009, and shaping work for stacked waste in 2010.

4 Responsibility to Executers, etc.

We will continue to pursue responsibility for executors who have left improper conditions for many years, including the collection of administrative substitute execution costs. In addition, we will continue to investigate whether or not there is any violation of laws and regulations, and will pursue responsibility if there is a violation.

(1) Regarding the collection of expenses from the executor

A payment order and reminder were issued to the executor using the expenses required for the construction that had already been finalized as receivables, but the payment was delinquent. For this reason, we have seized construction heavy equipment left in the disposal site and property (deposits, real estate, etc.) owned by former officers and exchanged them through public auctions, etc., and collected about 7 million yen so far.

We conducted a survey of waste discharge companies and received proposals from 25 companies for voluntary removal of waste.
