About landfill Verification Committee, Shinano-cho, Totsuka-ku

In January 2006, the City of Yokohama established the Shinanocho, Totsuka-ku landfill Verification Committee (Chairman: Shoichi Ogano, Professor, Graduate School of Chiba University) to verify the history of the improper disposal of industrial waste in landfill, Shinanocho, Shinanomachi, Totsuka-ku.
The verification committee was held eight times since January 2006, and proceeded with verification and investigation, and a report was submitted to Motoichi on December 13.
Based on this report, Yokohama City will make every effort to prevent recurrence.

(1) Overview of Verification Results

  • The city's response was verified based on regulations such as laws and regulations at the time and standards for permission, but a direct causal relationship between improper disposal of waste and specific administrative acts was confirmed. I couldn't do it.
  • Throughout the entire period, individual administrative activities related to permits and licenses were carried out in accordance with the wording of laws and regulations, but prompt and effective responses should have been made to administrative guidance and administrative sanctions after permission.
  • The city should have promoted the conservation of living environment by actively acting without precedents.
  • It is necessary for the city to take these points seriously and to prevent recurrence so that such cases will not occur again in the future.

(2) Measures to prevent recurrence

The report prevents recurrence in terms of effective guidance at disposal sites, preparation of standards such as administrative guidance, enhancement of guidance on waste disposal contractors, sharing information within the organization and improving specialized skills, and cooperation with related organizations. Recommendations for prevention are shown.

3 Future Responses

In the future, based on this report, Yokohama City will actively work on measures to prevent recurrence. In addition, based on the Special Measures Law Concerning the Removal of Problems Caused by Specified Industrial Waste (Law No. 98 of June 18, 2003; Industrial Waste Special Measures Law), procedures for government support related to the execution of administrative substitutes We plan to proceed and improve our distribution site.
