When transporting high-pressure gas (transfer under the High Pressure Gas Safety Act), it is necessary to comply with the standards stipulated in laws and regulations. Please refer to the following items and work on accident prevention and safety measures. .

Examples of accidents related to the movement of high-pressure gas
Once a high-pressure gas accident occurs, the surrounding area will have a significant impact.
The following is an example of accidents that occurred during the transfer of high-pressure gas, which occurred in the past.
- Bombe fall leakage accident due to not fixed tilt board
- An accident in which vibration is generated due to poor cylinder fixation, the valve is loosened, and gas leaks.
- Accidents in which cargo cylinders were scattered on the road while driving highways, and vehicles and cylinders burned.
Of the accidents that occur during the movement of high-pressure gas, poor inspection (lack checking the status of cylinders on the vehicle, insufficient confirmation of valve opening and closing conditions, etc.) and traffic accidents account for a large percentage. .
As a countermeasure against such accidents, it is effective to conduct thorough inspections before and after the movement of high-pressure gas, check transportation routes, traffic conditions, and check the driver's physical condition.
When moving high-pressure gas, we hope that you will comply with the travel standards and pay more attention to preventing traffic accidents.
Criteria for movement in accordance with the High Pressure Gas Safety Law
Appearance of vehicles, fixation of containers, etc.
- Are there any warning signs of an appropriate size before and after the vehicle? (Rectangular type: width is 30% or more of the width of the car, height is 20% or more of the horizontal dimension.) Square type: area of 600cm2 or more) ※Except for small amount movement
- In the case of tank trucks, do you have a height detection stick installed? (at least 10 cm higher than the top of the container.)
- Do you take measures to prevent falls in the case of rose loading vehicles? (The cylinders are moved to the front of the vehicle.) Make sure to use a rope or the like. Maintain a horizontal distance of at least 30 cm between the rear surface of the cylinder and the rear surface of the vehicle, etc.)
※Small amount movement: When the internal volume of the container to be loaded is 25L or less, and the total internal volume is 50L or less due to movement other than toxic gas
Documents, materials, etc. to be loaded on vehicles
When transporting flammable gas, specified inert gas, toxic gas, oxygen or nitrogen trifluoride, it is necessary to carry necessary documents and materials in accordance with laws and regulations. When you start moving or when you have finished moving, make sure that there are no defects in your belongings or abnormalities in materials. For details, please refer to the relevant Ministerial Ordinance.
- Do you have a written note (yellow card) for notes?
- Do you have powdered fire extinguisher? Do you carry items within the expiration date?
- Do you carry the necessary materials? (Red flag, red signal light or flashlight, megaphone, rope (more than 15m), leakage detection agent, wheel stopper (more than 2), etc.)
- Do you have any tools? (Handle for opening and closing container valves, container valve grand spanner or monkey spana, leather gloves, etc.)
- When loading toxic gas, do you have protective equipment, chemicals, and leakage prevention equipment?
- Is there a mobile observer's license, shipper's contact book, disaster prevention organization membership card, or a list of disaster prevention establishments? (*When loading more than the specified quantity)
- Is it possible to secure a replacement driver? (*When loading more than the specified quantity and driving time exceeds the time specified by a ministerial ordinance)
※Designated quantity:
Combustible gas and oxygen → Compressed gas 300m3, liquefied gas 3000kg
Toxic gas → Compressed gas 100m3, liquefied gas 1000kg
Liquefied hydrogen for special high-pressure gas and hydrogen stations → All

Requests for attending classes
In Yokohama City, we request that high-pressure gas carriers take regular courses in accordance with the Kanagawa Prefectural High Pressure Gas Safety Law Administrative Guidance Guidelines.
In addition to the training for carriers conducted by the Kanagawa Prefectural High Pressure Gas Disaster Prevention Council, the same training conducted in other prefectures must be taken within a fixed period to prevent high pressure gas accidents and ensure safety. Thank you for your efforts.
