Why is the target amount (approximate amount) indicated by a door-to-door visit of the community chest?

Community fundraising is based on applications from various organizations, taking into account the necessity and urgency, making a distribution plan and raising funds. In order to allocate as much as possible according to the needs of the organizations that have applied, the amount required for distribution is specified as "target amount (approximate amount)". At the community chest, we may show the estimated amount as a source of judgment for donors, but we ask for the cooperation of donors solely.
