Town development in Hiyoshi

In 1987, Hiyoshi Station West Exit created the Hiyoshi Shopping Street Promotion Plan, which has been studied by local stakeholders for many years. Based on this background, in fiscal 2020, the Hiyoshi Town Development Promotion Committee was formed by volunteers from the shopping district and Neighborhood Associations, to promote safe, comfortable and attractive town development in the area around West Exit Hiyoshi Station. In cooperation with the Promotion Committee, Yokohama City is studying ways to improve the traffic environment at West Exit Hiyoshi Station and improve the walking environment.

In March 2025, the Hiyoshi Town Development Promotion Committee submitted a “Request for One-way Hiyoshi Station West Exit Vehicles” to Kohoku Police Chief, Kohoku Director General, in order to promote full-scale implementation of one-way traffic.

We have formulated an implementation plan for one-way roads around Hiyoshi Station West Exit!

Implementation plan for one-way traffic

The concept of the one-way traffic plan is as follows.

  • One-way restrictions on vehicles (including bicycles) will be imposed on "Sun Road", "Hamagin Street", "Hiyoshi Chuo-dori", and "Normal Club Street".
  • Route buses that pass through "Hamagin Street" will continue to operate as before.
  • One-way traffic will be carried out all day regardless of the time of day, within about 100m from Hiyoshi Station.
  • On "Sun Road" and "Normal Club Street", the roadway will be narrowed, pedestrian space will be secured more widely than before, and part of the pedestrian space will be paved in color.
  • The area around Hiyoshi Station has been designated as a no-parking zone, and there is no change in this point. Therefore, in this area, it is not possible to park a car and wait for people.
  • In order to make it easier for cargo handling and people to get on and off for a moment, we will set up cargo handling and getting on and off spaces on Hiyoshi Chuo-dori, Sun Road, and Norway Street.

From November 2024, we conducted a questionnaire on local residents and businesses regarding plans for one-way traffic. Thank you very much for your cooperation.

Efforts to date

We conducted a one-way social experiment around West Exit Hiyoshi Station! [FY2022]

On roads around Hiyoshi Station West Exit, cars and pedestrians are mixed, making it an issue to improve the pedestrian environment. The Hiyoshi Community Development Promotion Committee, which is organized by volunteers from the shopping district and Neighborhood Associations, is working to create an environment where people can walk with peace of mind.

  • "Sun Road", "Hamagin Street *", "Hiyoshi Chuo-dori", and "Normal Club Street" have restricted one-way traffic on the road. ※Excluding route buses
  • On Sun Road and Norway Street, the width of the road was narrowed with triangular cones to expand the pedestrian space.

Questionnaire survey to improve the walking environment around West Exit Hiyoshi Station (the questionnaire has been completed) [FY2021]

We conducted a questionnaire survey by the Hiyoshi Town Development Promotion Committee and the Kohoku Ward to understand the ease of walking around the West Exit area of Hiyoshi Station and the intention to improve the walking environment. The questionnaire was conducted for businesses, visitors and local residents around West Exit, Hiyoshi Station. Thank you very much for your cooperation.

Launch of the Hiyoshi Town Development Promotion Committee [FY2020]

The area around Hiyoshi Station West Exit has narrow roads and mixed traffic for buses, taxis, cars, and pedestrians. Under these circumstances, in fiscal 2020, volunteers from the shopping district and Neighborhood Associations formed the Hiyoshi Town Development Promotion Committee and are working to improve the walking environment.

Hiyoshi Town Development Cafe [FY2019]

On May 10 and 11, 2019, we held a “town development cafe” at the Hiyoshi District Center where you can easily talk about what you think about the town around Hiyoshi Station (West Exit) while drinking tea.
