Child dependency allowance

About the 2024 system revision

From November 2024, "Increase of additional amount pertaining to elementary school student after the third child" and "Increase of income limit pertaining to all payments and partial payments" will be implemented.

What is Child Raising Allowance?

This system provides benefits for the purpose of improving the welfare of elementary school student by contributing to the stability and independence of families (single-parent families, etc.) in which elementary school student, who do not have the same livelihood as their father or mother due to divorce of parents and other reasons.

About Child Raising Allowance procedure

About application of medical expenses subsidy such as single-parent homes

For those who have been certified by Child Raising Allowance, single-parent families may also be certified by medical expenses.
The start date of the medical expenses grant for single-parent families varies depending on the date of receipt of the application, so please consult with the ward office Insurance and Pension Division of your ward as soon as possible.

What kind of people can receive benefits?

Mothers, fathers, or persons who are raising elementary school student on behalf of their mother or father (caregiver) who have a Address in Japan and are under the age of 20 who are in custody of elementary school student (Child Raising Allowance) who fall under any of the following:
<Requirements for payment>

  1. elementary school student, whose parents have been married
  2. elementary school student, whose father or mother died
  3. elementary school student, whose father or mother is in a state of disability as specified by a Cabinet Order
  4. The life and death of father or mother is not clear elementary school student
  5. elementary school student, who has been abandoned by his father or mother for more than a year
  6. elementary school student, whose father or mother has received a DV protection order from the court.

(Note) In the case of a mother or caregiver, a request cannot be made if the above <payment requirements> is met before April 1, 1998.

No benefits will be paid in the following cases:

Please be sure to consult in advance as it may not be provided other than the following.

  • When the claimant and elementary school student do not have Address in Japan.
  • When elementary school student enters a child welfare facility or is entrusted to a foster parent.
  • When there is a de facto marriage relationship (such as a marriage relationship) even if the father or mother does not report marriage.

What's the allowance?

The monthly allowance varies depending on the amount of income and the number of elementary school student eligible for payment.

In the case of partial payment, it is calculated by the following formula.

  • elementary school student per month = 46,680 (Note 1) - {(Income of eligible recipients (Note 2) - Income limit (Note 3)) x 0.0256619 (Note 4)}

<From August 2016, some payments have been introduced to the additional amount for two or more elementary school student employees.>
The calculation formula is as follows.

  • Additional amount for the second and subsequent persons in elementary school student = 11,020 (Note 1) - {(Income amount of eligible recipients (Note 2) - Income limit (Note 3)) x 0.0039568 (Note 4)}
  • (Note 1) 46,680 yen and 11,020 yen, which are the basis of calculations, are not fixed amounts. It may be revised due to factors such as price fluctuations.
  • (Note 2) The amount of income of eligible recipients is subtracted from the amount of income due to employment, etc. (see "Is there any restrictions on income?" In the case of mother, 80% of child support is added.
  • (Note 3) It is the amount of "income limit of all payments" in the "father, mother or caregiver" column of the income limit table. (The limit varies depending on the number of dependent relatives to be added.)
  • (Note 4) The income limit coefficients "0.0256619" and "0.0039568" are not fixed coefficients. It may be revised due to factors such as price fluctuations.

About co-payment with public pension, etc.

If the amount of public pension received is less than Child Raising Allowance received, Child Raising Allowance will be able to receive the difference.
In order to receive Child Raising Allowance, you will need to apply at the ward office Children and Families Support Division.

Do you have any income restrictions?

If the income of eligible recipients, spouses and dependents in the previous year (two years before if requested from January to September) exceeds the limit shown in the table below, all or part of the allowance will be paid. Will be suspended.

  • For those who have long-term and short-term transfer income, the amount will be calculated after special deduction.
  • The amount of income is the amount after deduction of salary income for salary earners.
  • If the eligible person is a father or mother, the amount obtained by adding 80% of child support expenses is the amount of income.                                  

 ※Child support expenses
  Child-rearing expenses are those that meet all of the following requirements:
  1. If the recipient is a mother, it must be paid by the father of elementary school student, and if the recipient is a father, the mother of elementary school student.
  2. If the recipient is a mother, the mother or elementary school student, or if the recipient is a father, the father or elementary school student must have received the recipient.
  3. Money and securities (checks, bills, stock certificates, gift certificates) paid by father to mother or elementary school student and paid by mother to father or elementary school student.

  • Dependents are those specified in Article 877, Paragraph 1 of the Civil Code (direct relatives and siblings).

  • If the spouse / dependent has an elderly relative, 60,000 yen will be deducted.

(If the dependent relative is only an elderly relative, 60,000 yen per person excluding one person)

  • "Spouse subject to deduction for the elderly" and "Specific dependent relatives and dependent relatives subject to deduction" apply only to father, mother or caregiver.
  • "Deductible dependent relatives" are those who are between 16 and 19 years old and meet certain requirements as of December 31 of the previous year.
  • "Widows deduction" and "single parent deduction" apply only to caregivers such as caregivers, dependents, orphans.
  • "Deduction of fixed amount" means that 80,000 yen is uniformly deducted from the income of eligible recipients as equivalent to social insurance premiums.

About reduction of allowance

  1. The allowance for eligible recipients who are fathers or mothers is 2 minutes after seven years have passed since the first day of the month corresponding to the requirement for payment, or five years have passed since the first day of the payment start month. It will be 1/2. (For eligible recipients who take care of elementary school student under the age of three on the day of the request for certification, the amount of allowance will be reduced by half if five years have elapsed from the first day of the month following the month in which elementary school student reached the age of three.)                          However, if you submit a registration form, etc. within the deadline, the amount will not be reduced.
  2. We will send you information individually to those who are eligible, so please follow the necessary procedures.

What is the procedure for receiving benefits?

To receive the allowance, you will be charged at the window of the ward office Children and Families Support Division in your ward with the following documents, and will be paid after being certified by the mayor.

In addition to the following, documents may be required, so please consult us in advance.

  1. A copy of the family register of the claimant and the target elementary school student ※Within one month from the date of delivery
  2. A copy of the resident certificate of all households including the claimant and elementary school student (permanent domicile) ※Within one month from the date of delivery
  3. Income certificate of the claimant, spouse and dependent person in the previous year (or two years before if the billing date is from January to September) ※Within one month from the date of delivery                   (When making a new certification request between July 1 and October 31, 2024, it is necessary to submit an income status report for fiscal 2024 (for 2023) together with the certification invoice. )
  4. Deposit and savings passbook (limited to ordinary accounts in the name of the claimant)
  5. The claimant's personal number can be confirmed (one of the following)

  • Requester's personal number notification card
  • A copy of resident certificate with the claimant's personal number or a certificate of entry in resident certificate

You can check 5 and 6 on a single personal number card.
Of the documents in 6, those without a photo of the face must be presented in two types.

It is also necessary to include the personal number of elementary school student, spouse, and dependents on the invoice, so be sure to check in advance.

For foreigner required documents, please contact us as it may differ from the above.

If there is a change in Address, name, household status, payment financial institution, etc. after making a request or payment of the allowance, be sure to notify us.
If not notified, Child Raising Allowance's payment may be delayed.

How can I pay the allowance?

Child Raising Allowance will transfer the previous two months to the account of the designated financial institution six times a year in January, March, May, July, September and November.
The transfer date for Child Raising Allowance is the eleventh of each payment month mentioned above.
(However, if the 11th falls on a holiday of a financial institution, it is the immediately preceding business day.)

  • The payment will be made after the examination and certification, so the transfer month may be delayed.
  • If you are certified, you must submit a status report every August.

If you do not submit a status report, you will not be able to receive benefits after November. .
Also, please note that if you have not submitted a status report for two years, you will no longer be eligible.

A certain percentage will be added to the interest rate of regular deposits.
You need a Child Raising Allowance certificate and a private seal for the procedure.
Handling varies depending on the financial institution, so please contact each financial institution for details.


If you do not have a valid Child Raising Allowance certificate, such as during the status report processing period, you can issue a Certificate of Storage.


Ask your financial institution if you can apply with a "Certificate Storage Certificate".
