Outline of the Yokohama City Library Roundtable Meeting
Established April 1, 2007
(Intent)
- Article 1 In promoting collaboration with citizens and conducting more effective and efficient library management, we will establish the Yokohama City Library Roundtable (hereinafter referred to as the "round-table conference") to examine the future of Yokohama City Library.
(Delegation)
- Article 2 The round-table conference will examine the following matters and report the results to the Yokohama City Superintendent of Education.
- (1) Management of Yokohama City Library
- (2) Library services in Yokohama City Library
- (3) Other necessary items
(Organization)
- Article 3 The round-table conference shall be organized by about 10 members.
(Committee of committee members)
- Article 4 The committee members shall be commissioned by the superintendent of education from among those who have broad insight into the library.
(Term of office of committee members, etc.)
- Article 5 The term of a member shall be until March 31, 2008. Provided, however, that the term of office of a substitute member shall be the remaining term of the predecessor.
(Installation period)
- Article 6 The setting period of the round-table conference shall be from the date of installation to March 31, 2008.
(Chairman and Vice Chair)
- Article 7 The chairperson and vice chairperson shall be appointed at the round-table conference.
- 2 The chairperson shall be elected by mutual election of the committee members, and the vice chairperson shall be assigned by the committee members appointed by the chairperson.
- 3. The chairperson shall represent the round-table conference and preside over the affairs.
- (4) The deputy chair assists the chair and substitutes the position when the chair has an accident or when the chair is missing.
(Convocation of Meetings)
- Article 8 The meeting shall be convened by the Chair.
- 2. The chairperson may request the attendance of persons other than the committee members as necessary, hear opinions or request the submission of materials.
(quorum)
- Article 9 The quorum for holding a round-table conference shall be a majority of the members.
(Disclosure of the proceedings)
- Article 10 Based on Article 31 of the Ordinance on Disclosure of Information Held by Yokohama City (Yokohama City Ordinance No. 1 of February 2000), the proceedings of the round-table conference shall be disclosed. Provided, however, that if any of the items of the same Article apply, the chair may not disclose the proceedings.
- 2 Necessary matters concerning the disclosure of the proceedings shall be as specified in the outline (June 26, 2000, City City Information No. 44) for holding meetings such as the Yokohama City Council.
(General affairs)
- Article 11 General affairs of the round-table conference shall be handled by General Affairs Section, Municipal Central Library Planning and Administration Division.
(Supplemental Rules)
- Article 12 In addition to what is stipulated in this outline, matters related to the operation of the round-table conference shall be determined by the chair.
Supplementary Provisions
- (Effective Date)
- (1) This outline shall come into effect on April 1, 2007.
- (Transitional measures)
- 2. The first round-table conference after the enforcement of this outline shall be convened by the superintendent of education.
- (Revocation)
- 3. This outline loses its effect on March 31, 2008.
