New construction of Yokohama Ring Railway

Last updated on March 31, 2023.

New construction of Yokohama Ring Railway (Hiyoshi-Tsurumi, Nakayama-Futamatagawa-Higashitotsuka-Kamiooka-Negishi-Motomachi-Chukagai)

Direction of initiatives in Yokohama City

  • The maintenance of the entire line is expected to integrate the city area and improve traffic convenience, but since it requires a large amount of money, it is a long-term route.
  • In order to ensure the network function and efficient operation of the railway, we will first consider the areas adjacent to the Green Line and the Minato Mirai Line.
  • In order to further enhance the business feasibility, we will examine cooperation measures for railway maintenance and town development and measures to stimulate traffic demand along the railway line.

Route outline

  • It is a route that connects major living bases in the city area and further enhances the railway network of Yokohama City.
  • A radial railway line centered on Yokohama Station will be shorted, and an alternative route will be secured in the event of a transportation failure due to a disaster or the like.
  • By connecting major living bases in the city area without transfer, it is possible to expect an increase in the flow of people and an expansion of business areas and commercial areas.
  • If the entire Yokohama Ring Railway is constructed, the total project cost is assumed to be approximately 770 billion yen (extended 34.4 km), and we believe that it will take a lot of expenses and time. As a result of estimation based on these assumptions, the cost-benefit ratio ※In addition, the cumulative balance is considered to be difficult to return to profitability, so there is a problem in ensuring business feasibility. In addition, figures are thing of Council of Transportation Policy Report No. 198.

※The cost-benefit ratio is the ratio of the “total benefit generated” to the “total cost required for the business” and is an indicator of the efficiency of the business. In considering commercialization, the cost-benefit ratio must exceed 1.

Status of Initiatives

In areas adjacent to the Green Line and Minato Mirai Line (Hiyoshi-Tsurumi, Nakayama-Futamatagawa, Motomachi-Chukagai-Negishi), the following studies are being conducted.

  • Organize issues for each section
  • Examination of future town development and transportation network
  • Examination of cooperation measures for improving the base of stations and community development
  • Effects of new line maintenance
  • Demand forecast, estimated operating costs, profitability, cost and benefit analysis
  • Study to enhance business feasibility and analysis of the current situation in extended areas
  • Calculation of required demand and calculation of required development scale
  • Estimation of future population, land use, and traffic flow to grasp the flow situation between zones along the railway line
  • Understanding population along the line and bus network
  • Understanding the characteristics of each section and expected roles, effects, etc.

Current movement between bases

  • If you travel between bases by train, you will often go through Yokohama Station, all of which take about 30 minutes.
  • When traveling by bus, there are sections where there is no bus route connecting directly between bases, and it is difficult to say that convenience is high, such as requiring transit.

Estimation of future demand scale and estimated project cost

  • Hiyoshi-Tsurumi [Deputy scale: 35 to 49,000 people/day, estimated project cost: 130 to 140 billion yen, FY2021 estimate]
  • Nakayama to Futamatagawa [Deputy scale: 25 to 30,000 people/day, estimated project cost: 140 to 160 billion yen, estimated 2016]
  • Motomachi-Chukagai to Negishi [Deputy scale: 18 to 20,000 people / day, estimated project cost: 140 to 160 billion yen, estimated 2016]

※This is a trial calculation based on the assumptions of the previous fiscal year, and the figures will change depending on future social conditions.
